Can someone explain this? It does not make a lot of sense to me. They are accusing Afghanistan of being a destination for capital flight - like it is some Switzerland or Cayman Islands.

The finance minister agreed that the policy rate at 16 percent in Pakistan is high. He gave example of Turkey and said inflation was over 60 percent but the policy rate was at 9 percent.
