this is duty of pakistani officers , they are responsible for such incidents , they should asses beforehand such events and provide the honorable representative right type of written speech in right language .concerned officers should be reprimanded .

They clearly gave him a speech written in English. If u listen to it...it's obvious his speech was clearly written by someone who speaks English well. It's his failure entirely for not having rehearsed it beforehand.

Go back and read ur original argument...u r changing ur original argument trying to pin the blame elsewhere after ur first attempt didn't work.
