Why should the parents have the power to do this? Why isn't murder considered a crime that society has to punish, rather than leave it to the family?

hey guys, we don`t even know what conditions and circumstances are their parents in?
there must be some reason for why they succumb. otherwise no parent even can see his child being beaten let leave the murder.

we all tend to forget the circumstances of the family ...and remember islam allows such compensation and an acceptance of it ... there is always a chance that the culprit may behave in future... but i have to accept that islamic scholars should decide the implications of such a case on society at large bcz the message to the masses in a nutshell is ' if u hav money u can kill someone and get away with it scot free though with some economic impairment' ... I fully endorse the family's decision to accept money ...none of us ghairatmand will be there to support or look after the family ... so its their decision and they must hav looked to the future ...
