If institutions are ready to give loan whenever you need it then it is loan , when you are asking for loan and nobody is giving or raising questions imposing restrictions then you are begging for loan. And pakistan at the door of IMF is facing the same.

LOL! madarsa educated thinktank. Govt of India does not take aid since 2004. Money from US, UK and Gulf flows to NGO which inturn used by them for conversion and riots.
