I'd say we remove provinces entirely and replace them with locally governed districts. We should have one district for every federal assembly seat. Each district negotiates a tax split with the federal government, and the two (by law) renegotiate it every 5 years.

want 7 provinces out of KP,Sindh, Baloch and 9 from Punjab

So you wont do anything...

They could have done this with Punjab but not with Sindh because a resolution has to be passed by the concerned Provincial Assembly by 2/3rd majority before it can be taken up by the State and that too with another 2/3rd majority.

Making new provinces will require all political parties onboard otherwise it will remain a distant dream.

I couldn't agree more mate. These existing provinces and the provincial assemblies are a menace to the country. So many leach lawmakers sucking the blood of the nation. Only solution is directly elected governors with their own hand-picked team of ministers, limited to, health, education, infrastructure, finance, emergency services & police and transportation.
