According to scientist V K Saraswat of DRDO the missiles will work in tandem to ensure a hit probability of 99.8 percent. On 6 May 2012, Dr V K Saraswat confirmed that Phase-I is complete and can be deployed to protect two Indian cities at a short notice. He also added that Phase-I is comparable to PAC-3 system.[31][38]

Nuclear submarines are the need of a blue water navy with internationally strategic stretch and needs. For a small and focused navy like Pakistan, SSKs should do well. Rather than wasting resources on achieving the "overkill" it's always better to create a balanced mix of enhanced capabilities. Qings offer SLBM capability in conventional form, if PN can get their hands on some AIP equipped qings, their strategic reach is enough to ensure a second strike capability over India.
