One of my friends was with a bank loan inquiry section, he used to get pretty tempting offers from loan applicants...

What?... he used to get offers from opposite sex? and that too girls? am I reading it right?

I suspect massive underreporting in private sector due to fear of losing job. Women either leave without making much fuss. In some industries its pretty much expected.
In govt department, its very rare to get promotion based on your beauty or extra curricular activity. In private companies you have willing female employees doing things that slowly becomes norm and expected thing for other females.

Dissenting ones quietly leave.

Private sector also hardly hires females especially for exec positions.

It's the old boys club.

I am sure the number of females present in public sector provides more opportunities as well

Yes, you read it right, many people take loan on their wife's name or in case of female applicant, the offer is straight, it happens where the applicant is not qualified to take the loan, further the applicant ask to accommodate the inquiry officer with some friend of his (who would be an escort), for some time..
