We should make islands as friendly to the environment as possible. Perhaps dump some old tanks and planes (after removing contaminants) in nearby seabed as artificial reefs.

Not a good idea. You may end up spending excessive time and costs in the cleaning and removal of toxins than using environment friendly materials to rebuild the habitat

We are doing the coral reef's rehabilitation already at 大鹏半岛 Dapeng Peninsula, Shenzhen, by volunteers through a social and charitable organization "潜爱大鹏" and the methods can be applied to SCS
