Pakistan needs a proper step by step program
Rebuild area according to the eco system
Trees which were part of the eco system already so it does damage those who were already there.

Before all of that, the people need to be educated on the dangerous affects of deforestation. So that they themselves stop the timber mafia

Could developing nations come to some sort of agreement with wealthier countries to form a mechanism where the developing nations employ people to rehabilitate desert lands and deforested lands back into to healthy forests. This would help fight climate change, employ millions of people around the world, and create the mechanism to fund research into the best techniques in this regard.

Climate change would devastate human food supplies, so the more arable land and health forests to clear the air of pollution the better. the added benefit would not stop there. managing deserts, through means like water collection infrastructure would also reduce sand storms and create the infrastructure to weather powerful floods in more populated areas. finding ways to manage the terrain to replenish the aquifers would also stabilize water supplies for when the long drought years come.

Population growth is declining in Pakistan, but people won't give up one option (many kids) until there is a viable alternative, as was the case of any agrarian societies shift to a more industrialized and urban one. Correcting the economy will go along way towards initiating a culture shift, and lowering the total fertility rate to that of an industrializing country if not an industrialized country.

Decreased Infant mortality, better nutrition (and hence better cognitive long term reasoning), greater cost of living (hence the need to move into affordable apartments over small houses), great job prospects, and more opportunities for education leading to later marriages will naturally decrease the birth rate as people will shift from an R selection (multiple offspring, low resources) strategy to a K selection (fewer offspring, greater resources invested into each child).

The consequences of failing to fix the economy and create this culture shift are well known.

Millions of young people without work, in a country with stagnate agricultural production and increasing stresses on the social services is a recipe for disaster.

DOD planners were once said to have been more afraid of the unrest caused by potential mass unemployment in China in a downturn then the actually Chinese military. China has developed enough of a strong labor market that while wages wont go up as fast, there are still jobs to go around. This fear may actually be realized in Pakistan if the economy is not stabilized. It is in the world's interest to see a stable Pakistan, hence the need to create jobs that benefit the world directly and indirectly. Pakistan through its massive financial debt obligations from CPEC, has to committed itself to economic development. The faster Pakistan's Economy develops, the faster the culture shift, the lower the total fertility rate decrease sooner. Hence we won't have to see a population of 450 million mid-century but maybe only 300 or 350 million.

We can't trick poor people to stop having children. They need the right incentives. Paying people to plant trees that will benefit all peoples of the world, while paying people a decent wage will allow them to shift from subsistence work and many offspring (as cheap labor) to lower middle class, where they send their kids to school and stop having more kids to send to work.

p.s. If people earn more, they can afford machines so they will need even less kids themselves or other people's kids to employ as workers. If farmers earn more, then they will invest back into their farms so they can start using smart agriculture. Smart agriculture will mean even fewer laborers needed, so people will stop having as many kids. Pakistan's current total fertility rate is somewhere between 2.7 and 3.5. This can change in a relatively short period of time. China was at this range around 1980 and reach replacement rate of 2.1 in 15 years, while India was at this range in 2000, and is expected to reach replacement rate in 2035. In this regard you can say Pakistan is 15-20 years behind India, but rapid industrialization similar to China's can see Pakistan catch-up to India at around the same time, in 2035.

Along with the afforestatiin under billion tree sunami.. What we need is urban forests.. We waste huge chunks of land by planting grass and beautiful shrubs.. We should set aside many for carefully planted trees of different varieties.
For example if 12 to 14 of such forests are planted around lahore ring roaf with each measuring an acre or so then we can expect receiving results in 3 to 4 years time. Same way green belts at some areas can also be converted into thick jungles over time. Lahore, faisalabad, gujranwala and pindi have some of the most polluted air in the world. This should mitigate that
