Usually children hold flags of a country on roadsides when they are receiving premiere of an another country..

they have their own flag, independence day , national anthem etc. etc. in short they are freaking acting as welcoming an indian PM as a foreign entity.

BJP is the ruling party in Arunachal Pradesh. BJP is also ruling the north eastern states of Manipur,meghalaya,mizoram,nagaland and assam(as an ally).
It means the entire northeastern India barring west bengal is ruled by BJP.

It might very well that there would have been people outside the tunnel who were watching Modi on giant screens...he might have been waving for the cameras installed inside the tunnel
