It's a preventive measure.
India is always fast with blacking out internet, imposing curfews in cases on unrest. Well i agree to an extent as most of the people are buffons who will really believe a fake WhatsApp video without fact checking it.
Saves the hassle of anti state elements gathering to take advantage of the situation.
The con is that even during some state exams internet is blacked out in certain states.
