There was a time, some 75 years ago, when the public was stronger than the government and the law enforcers. Public used to make its own rules when allowing a hindu-filled train to cross the border unscathed or not, into India. Public is still strong but its gone corrupt to the core. The values of integrity and honor have become twisted as time passed. Now make anyone a scapegoat, be it government or Military or ministers of KPK - its the corrupt public which harbors soft corner towards enemies of Pakistan and its the same public which wants Pakistan to prosper - such hypocrisy leads to disaster. A minister cannot rule over public neither a general can command his troops, if there is no code of conduct whether its rules, religion, policy, law or whatever binds the public/troops to the Government.
Coming to your question, do you honestly think that terrorists striking within cities of Pakistan can carry out movement, construction of explosives, transport of weapons, etc without the help of locals - be it public, police, military or any other entity of the nation. No, they cannot. A simple guerilla war cannot be sustained without the help of the locals let alone won.
If you think that one fine day, TTP just walked into Pakistan without FC challenging them, and now all this is happening is how it happened - well it didn't like that. The extremism mindset has surged so deep down into Pakistani community since it was never weeded out in the first place, that its easy to recruit anyone for money, providing security or lodgings, other incentives and above all using religion to brainwash their minds.
The terrorists never left Pakistan in the first place. They amalgamated into the society, within populated cities too. How is this a military war then ? You can cleanse an area (e.g. FATA) through operations 10 times, but unless that extremism mindset is shredded and killed, there will be people who will keep taking place of dead terrorists and keep this war going against Pakistan. Have you looked at locations of IBOs conducted inside Pakistan, the locations are not mountains or caves or jungles or deserts, the locations are houses/dwellings inside towns and cities of Pakistan.
Should military bomb every city of Pakistan ? should military bomb every city of Baluchistan ? Are drone strikes the answer ?
How many madrassahs are there in Pakistan, have you ever calculated the total and then how many students are studying in them and what text is being regulated in those madrassahs. Say military kills 100 TTP, next month 100 more will arrive, and then 100 more, so from where are they coming ? Are all of them coming from Afghanistan ? Even if they come from Afghanistan under guises of businessmen or tradesmen getting Pakistani visas, who is harboring them and providing them shelter inside Pakistan, where they recruit more and grow in numbers ? and its not just TTP, its also BLF and other Baluch separatist elements. Do you know how and where BLF was formed ? It was formed outside Pakistan, not even in bordering countries of Pakistan. Then how come today its has surged deeply inside Pakistan and entrenched itself inside Pakistan ?
In a city like Karachi, its become so easy to travel to a place, plant an IED and walk away. This has happened many times. While you may look at swat, you should also look at other major cities of Pakistan too.
Now should military start operations in every city of Pakistan ? What will happen then ? Military has barricaded itself inside strong picket fences and enhanced security parameters. It will never be wise to start a full swing military operation in all pf Pakistan, this will be a war against Pakistanis themselves. Pakistanis who absorbed the extremist ideology of extremists.
Some Pakistanis are aligned with Iran, some with KSA, some with Afghanistan, but no Pakistani is aligned with Pakistan.
