What do you mean by they don't know how to use ? Our Ballistic missile force has nothing to do what the West whatsoever.

But decison which they make i dont get it they rely heavily on USA which is not good west history of selling weapons to muslims are very conterversial so many tags on those systems and some of them are useless

KSA only takes weapons upon its own requests and customization, the Russians are cheap though..
