we have good industry but cant make big things like fighters and submerins and farigerts more because money problem so what help us good industry

Of course. All these people do is buy and import, this includes human resources. University rankings is not everything, look at their students and they perform in Olympiads etc. They're nowhere to be found. Minus the oil sector, they have no other industries. Even if they started like crazy to import foreigners today to build industries for them, it would still take decades and decades.
