Saudis will give $100 million to Palestinians

RAMALLAH, West Bank (Reuters) - Saudi Arabia will give the Palestinian government in the Israeli-occupied West Bank $100 million to help alleviate a worsening budget crisis, the Palestinian president's office said on Wednesday.

President Mahmoud Abbas has struggled to convince Arab countries to deliver a $100 million monthly "safety net" they promised when he secured de facto U.N. recognition of a Palestinian state in November, prompting Israeli sanctions.

Abbas thanked Saudi Arabia, a longtime benefactor to his government, for the funds, which will be transferred imminently.

"The state's budget is facing a large deficit as a result of the docking of Palestinian money by the Israeli government as a punitive step after the U.N. recognition of Palestine as an observer state," Abbas said in a statement.

The Ramallah-based Palestinian government has been hard-pressed to pay more than $300 million in monthly expenditures since Israel announced it would confiscate $100 million dollars it collects in customs taxes on their behalf each month.

Full salaries for public sector workers have not been paid in almost three months and government initiatives to increase revenue by collecting years worth of electricity and water bills from the public have been hampered by street protests.

The Saudi aid will make little progress toward lowering the government's debt of more than $1.3 billion to Palestinian banks and hundreds of millions of dollars in unpaid contracts to the private sector.

Amid a downturn in its construction and manufacturing sectors and with its economic prospects hamstrung by Israeli restrictions, the West Bank government has been deeply dependent on foreign aid to pay its bills.

A high of $1.8 billion in foreign aid in 2008 plunged to $600 million last year, with Gulf countries scaling back their giving because of increased domestic spending over two years of Arab political uprisings and the global financial downturn.

An earlier $100 million gift from Saudi Arabia last July and donations from Iraq, Algeria and other Arab countries provided much of the Palestinians' foreign aid in 2012.

On Wednesday, the European Union announced some $133 million in annual assistance to the Palestinians and U.N. aid agencies servicing Palestinian refugees, in line with previous years.

The United States continues to withhold $200 million dollars in budgetary assistance, around half the aid it delivered to the Palestinians in 2012, amid Congressional objections to their bid for statehood.

This is all because Israel is withholding Palestinian funds. Honestly, I don't think Arab states, or anyone else, should have to pay for the crises Israel purposely generates. The PA's main job nowadays is to keep Israel safe. Even Israel MKs have highlighted in the previous days how much they depend on the PA. If Israel doesn't want to be safe -- **** it, no one would should be helping it in this sense. Either they pay for their security, or no one else should.

Arab states agree to give Palestine millions of dollars

Following Israel's announcement that they would withhold tax payments from the Palestinian Authority (PA), Arab states have agreed to provide the PA with US $100 million a month as a "financial safety net."

Mahmoud Abbas's government have been facing a severe economic crisis in the West Bank for several years but the tax move by Israel came only after Palestine was succesful in their UN bid for "non-member" statehood last month. Many saw the withholding of funds as revenge for the PA's success at the UN.

On Sunday, Arab foreign ministers met in Doha to discuss how to implement the monthly payments to Palestine. Arab League Secretary-General Nabil Elaraby, told Reuters that:

"The mechanism is that the chair of the committee (Qatar) and the secretary-general will contact each country with the exact amount they have to pay,"

"I said I want an answer in 15 days," he added.

Last Thursday, the Palestinian cabinet said they needed $240 million per month to cover the hole left by the Israel tax revenue and donors reneging on promised funds.

Good. They owe us a few hundred million as it is, it will be nice of the Saudis to pay the Palestinian debt to Israel.

The main reason why the Saudis are giving this amount of money to PA is to keep their influence in the West Bank, and prevent the Iranians gaining more influence over there. That money is not going to benefit the Palestinian people, as it probably goes to the pockets of corrupt, nepotistic and clientelistic PA-government workers, who haven't had their salaries since Israel withheld Palestinian tax money because of PA debts.

But Israel will take those money (Israel holds all Palestinian funds)... so the "Arabs" basically gave money to Israel not Palestine...
