SAUDI ARABIA REPORTEDLY INTERESTED IN THE JF-17 THUNDER


The Pakistani media outlet is reporting that the Royal Saudi Air Force (RSAF) is interested in procuring a “hefty” number of JF-17 Thunder lightweight multi-role fighters.

The Commander of the RSAF, Major General Mohammed Saleh al-Otaibi, is currently on an official visit to Pakistan.

On Monday, Major Gen. al-Otaibi of the Pakistan Air Force (PAF) Academy’s 117th Combat Support Course, which included officer cadets from the RSAF’s 83rd Engineering Course. The Commander of the RSAF also met with Pakistan’s Chief of Naval Staff and Chief of Air Staff.

Although The News International was able to learn of Saudi interest in Pakistani defence goods from Saudi Arabia’s Ambassador to Pakistan, Abdullah Marzouk al-Zahrani, its JF-17 report was attributed to Gen. al-Otaibi. Quwa has not been able to find an official statement or secondary source to verify the report.


Although official Saudi interest in the JF-17 cannot be verified at this time, it is a fact that the PAF and Pakistan Aeronautical Complex (PAC) have been engaged in broadly marketing the JF-17. In August, the PAF’s Chief of Air Staff Air Chief Marshal (ACM) Sohail Aman issued a formal JF-17 and Super Mushshak offer to the Kuwaiti Air Force. There have also been reports of PAC marketing the JF-17 to Qatar.

The entirety of the RSAF’s main combat aircraft fleet is comprised of medium to heavyweight fighters such as the Boeing F-15, Eurofighter Typhoon, and Panavia Tornado. However, until quite recently, the Saudis had also maintained a light fighter force in the form of Northrop F-5E Tiger IIs.

In one respect, the JF-17 could be viewed as a direct successor to the F-5E. The Thunder would retain the low acquisition and low operational cost profile of the F-5 but would add modern air combat capabilities, i.e. beyond-visual-range air-to-air missile (BVRAAM) compatibility and tactical data-link connectivity. The twin-seat JF-17B, which is due to fly by the end of this year, could also be sought to serve as a fighter conversion unit or as a dedicated ground attack fighter.

Alternatively, or in tandem, Riyadh’s mix of increasingly strenuous austerity measures on spending and its ongoing – and costly – campaign in Yemen could be pushing the RSAF to seek lower cost and more readily available combat solutions.

At Air Show China, which took place last week in Zhuhai, Aviation Industry Corporation of China (AVIC) had showcased a diverse range of munitions. These included directly analogous counterparts to new American and Western air-to-surface designs, including, among others, the Joint Stand-off Weapon (JSOW), Brimstone, and Small Diameter Bomb (in the form of the YJ-6, YJ-9E, and YL-14, respectively). For reference, the YJ-9E is being marketed as a 15-25 km air-to-ground missile with seeker modularity; the end-user has the option to equip the YJ-9E with an active radar-homing seeker. In effect, the YJ-9E could be utilized as a fire-and-forget missile against armoured vehicles. In addition, AVIC is also offering laser and satellite-guided bombs and targeting pods.

In a sense, the JF-17 – and especially the JF-17B – could be utilized as dedicated attack platforms for heavy usage over Yemen, especially since both the delivery platform and its munitions could be had for a clearly lower cost than American and European alternatives. Furthermore, the heavy utilization of the JF-17 could enable the RSAF to preserve flight hours – and reduce maintenance costs – on its other platforms.

With at least one JF-17 prototype reportedly flying with the Guizhou WS-13 turbofan (Aviation Week, IHS Jane’s), AVIC should have no difficulty in assuring the supply of the JF-17 to Saudi Arabia (or other export customers). The entirety of the platform can effectively be sourced from China.

In a hypothetical JF-17 sale, the RSAF could be interested in configuring the JF-17 with Western European electronics. In this respect, PAC could potentially source the radar, avionics, and electronic warfare (EW) and electronic countermeasures (ECM) suite from Italy (i.e. Leonardo-Finmeccanica and Elettronica).

The JF-17’s low base cost does offer considerable vertical room for the end-user in terms of subsystem customization and configuration without severely raising overall cost. Subsystems designed for the Gripen NG and MiG-35, such as the Vixen 1000 (which seems identical to the Raven ES) active electronically-scanned array (AESA) radar and ELT/568 ECM suite, respectively, could make their way to the JF-17.

If the Saudis opt to assume greater ownership of the platform, they cold engage with their own choice of vendors and configure the JF-17 in Saudi Arabia. In fact, the JF-17 could even be a comparatively lower cost method of building a basis for domestic defence industry work. This would align with Riyadh’s Vision

When they announced the 34 country coalition within the Arab peninsula, I had analyzed myself that Pakistan, being the only Muslim nuke power and one of the most combat hardened militaries would play a role. So naturally, the JF-17 will be advanced further and will serve as the backbone of this Arab coalition as it would be the cheapest platform and with total control on advancement and upgrades. I think that Mr. Raheel Sharif may have a role in the 34 country coalition as a senior adviser, etc, we'll see how it plays out.

But KSA would help Pakistan advance the JFT with Western tech / components (European mostly to match with their existing fleet of EFT's). So this would take the JFT program into the world of 4.5 gen jets, sort of a mini Rafale or a block 60 type of a jet, slightly inferior. But such a venture does open tremendous opportunity for this program to grow into a modern era jet manufacturing organization. Thanks

Yes, I agree. That was my point. By the way, the days of having unlimited $$$$ are gone. The KSA has serious budgetary issues and they are selling a few of their larger enterprise stock shares to big institutions to raise cash. They want a diverse economy like the Canada, UK, or the US. And they know that if they don't put this in motion within the next 5 years, by the end of 2025, their GDP might go down 30-40% and will pose all kinds of problems. But at this point, putting away a few billion into a beneficial program like the JFT is not a big deal for them. But it would turn this entire program into a 4.5 gen program for sure.

I figured this would be the case when they first announced the coalition. No one else in that part of the world has as much combat experience as the Pakistani military. So it makes sense.
 
I take this interest with a pinch of salt..........will only believe it when they have signed a deal

وطبقًا لصحيفة "دي نيوز إنترناشيونال" الباكستانية، فإن قائد القوات الجوية الملكية السعودية، الذي سيغادر باكستان مساء الثلاثاء، أكد أن السعودية مهتمة بإجراء مناورات مشتركة مع باكستان، إلى جانب اعتزامها شراء معدات دفاعية.

وسيزور اللواء العتيبي منشآت القوات الجوية والقواعد الجوية الباكستانية، وسيُجري محادثات مع مسؤولين باكستانيين في سلاح الجو حول تعزيز التعاون بشكل أكبر.

وأشاد العتيبي بجودة التعليم والتدريب في أكاديمية القوات الجوية الباكستانية، مشيرًا إلى أن ذلك أحد أهم الأسباب التي تدفع السعودية لإرسال طلابها وطياريها للتدريب في الأكاديمية الجوية في باكستان.

ISLAMABAD: General Muhammad bin Saleh Al Qtaibi, commander of Royal Saudi Air Force, has said that his country is exploring hefty procurement from Pakistan JF-17 Thunder multi-role planes and Super Mashshak trainers for its air force.

In a brief chat with The News here on Sunday evening at the residence of Saudi Ambassador Abdullah Marzouk Al-Zahrani in the Diplomatic Enclave, he said that Pakistan is producing state-of-the-art equipment for defence use. He lauded the standard of Pakistan’s armed forces training and their commitment with their assignment.

General Muhammad bin Saleh, who is the first-ever Saudi air chief visiting Pakistan, said that he was greatly impressed by the working of the Pakistan Air Force (PAF). The ambassador hosted a dinner in the honour of visiting air chief of his country and it was also attended by host Chief of Air Staff (CAS) Air Chief Marshal (ACM) Sohail Aman and other senior officials. The two air chiefs later had an exchange of souvenirs. The Saudi air chief will visit the PAF installations, air bases and have talks with the sister air force before returning home tomorrow (Tuesday).

Earlier on arrival, he was received by ACM Sohail Aman at the Nur Khan base at Chaklala. General Qtaibi has been invited by his Pakistani counterpart ACM Sohail Aman. The Saudi Air Force is interested in undertaking joint exercises with Pakistan and intends to purchase defence equipment from Pakistan. It is likely that all subjects of mutual interest would come under discussion during the stay of the Saudi general in Pakistan. The Saudi air chief will also call on Prime Minister Nawaz Sharif in Islamabad.

The PAF is attaching significance to the visit of the Saudis. The air chief of Pakistan visited Saudi Arabia at the invitation of General Saleh Al-Qtaibi in April this year and was warmly received in the kingdom. A royal protocol was given to him. He discussed matters of professional and mutual interest there. The air chief expressed satisfaction over the mutual cooperation between the two air forces and offered all training facilities to the Royal Saudi Air Force. He also shared the PAF’s experience of fighting against extremists in the ongoing Operation Zarb-e-Azab.

The Saudis appreciated the high standards of professionalism set by the PAF and highlighted the need for learning from each other’s experience. The air chief also visited the King Faisal Air Academy and met the PAF instructors and ground crew of Mushshak aircraft, who are deputed to Saudi Arabia.

The air chief lauded the PAF contingent for their valuable services and advised them to work as ambassadors of Pakistan in the brotherly country. The sources said the Saudi air chief had planned to visit facilities in Islamabad, Risalpur, Peshawar and Karachi.
 
with EFT and F-15 on order and Tornado being upgraded, there seems to be no space or requirement for JF-17.
