Such plans even existed within the Arab world.

We saw it with a shortlived unification between Egypt & Syria under Nasser (United Arab Republic), it lasted for about a decade until Syrians started realizing the unification was heavily centered about Egypt, a coup happened and it ended. Likewise Iraq and Jordan were united shortly, ended with an Iraqi coup.

Larger unifications usually are decentralized, see US, Russia etc. His plan could have worked, we won't know. Much higher chance that it would have lasted shortly before some coup, tribal revolt happened in certain Arab lands.
