The muhajir dominated Pak admin had no time to spare for eastern wing's future requirements. It was the same story with Arakan.

It is said that the Majaraja was deciding to accede to Pakistan on the grounds that it'll be less isolated and hence more developed, but he died before he had the oppurtunity to accede to either state. Later, the Queen, who was the daughter of a ruler from the Hindi Belt in India, acceded to India.

Tripura Maharaja came to Dhaka sometime in 1947 to meet Khwaja Nazimuddin, the Chief Minister of east Pakistan, to pledge alliance. He stayed in Hotel Shahbag for about a week waiting. But, the politics at that time was infested with Hindu-Muslim religious rivalry. Nazimuddin did not think it prudent to include a Hindu-majority Tripura with east Pakistan, and so he did not meet the Maharaja. As a result of this Tripura decided to join India. It was in 1949 when it was done. The widowed Rani might have been from a Hindi belt, but, I do not think, it had anything to do with the decision.
