Samsung note 3 or 4 based on jelly bean vs kit kat

I bought an htc m8 didnt love it -- gifted it to my sibling

So I need a new phone - samsung allowed 3rd party apps to read & write to any folder [sd card] till jellybean i.e note3 but this option was disabled in the kitkat update which is present pre=installed in note4

Any way to circumvent this problem and still get the note4?

If Samsung has blocked it then you might have to root your device. If you don't mind stock experience you could install cyanogenmod or any other custom ROM into it.

not gonna root -- this is the reason why i will prefer note3 n9000 instead of n9005 which has snapdragon but comes rooted in pak, if i sway towards note3

why google blocked sd card option for apps in kitkat? Microsoft has allowed it in Windows Phone 8.1 or Cyan update and its awesome to have.

Google has modified the default permissions for the external SD Card on Android 4.4 KitKat, which directly caused many of your favorite third parity apps lose read/write access to external SD card and became useless.

* File Manager app can no longer create, move or edit files or folders on external sdcard

perhaps for speed and security -- speed is no problem for note3 either way

photo note and smart select are two qualities of note4 which i hope are transferred as apk files to note3
