you sound confused you said previously that Pakistans sam capabilities were not good enough, now there good enough to give anyone a second thought?

I did some more researching, and i'm confident pakistan has hold of the chinese hq8

You guys need a JV or TOT or something to build these in house. The IAF has a huge numerical superiority and this is a much easier response to manage that. You guys need to develop two integrated rings. One ideally mobile but medium range (for around the border to go hit inside the other territory by 30 miles or so. The other one long range and high altitude in a second ring placed well behind the border that can still hit out to the border and can also take care of high altitude bogies.
Then comes your current point defense Cortale, Man Pad systems for short range point defense interceptions, which won't be a whole lot useful if the enemy manage to cross the PAF and the two integrated SAM rings

if the economy improves, Pakistan needs an Advanced SAM belt made up of the best version of the HQ-9s and hopefully more F-16s will come in the coming years with many airforces retiring them, with upgraded versions of the JF-17 and F-16s with MLU configuration and a powerful SAM Belt with eyerie and zdk-03 awacs PAF will have the defensive capability to keep IAF at bay.

Pakistan need to change its mentality for more Air Superiority and broader level of operations beyond running errands around 10 km radius

No reason why SAM cannot be made and manufactured in Pakistan we have all the components we need few sensors and optics sensors can be imported from China

Just need ambitious budgeting
