This one is mostly funded by SAC itself. PLAAF chose J-20 over SAC's design, leaving SAC with only J-15 and J-16 in its development line. They needed a new product that will keep their heads above water, which is where this one comes in. It will compete for export market as well as carrier aviation wing contracts.We have totally different military organization compared with USA. YF-22 and YF-23 is for bid competition, but all the projects in China is financed by Defence Department not the company itself.
