It's Maskirova - traditional military deception. Inflatables have been around since WW2 and do a decent job when the imaging device is a simple camera.

Where they become less effective is when weapons and other sensors are put on them. HARM, for example - an anti-radiation missile. It locks on to actual radar emissions, which a balloon certainly lacks. And devices like tanks in action have thermal images.

Still, Russia has always excelled in this sort of thing, and inflatables definitely have a place when it comes to deception.
