We have a one track mind about armored carriers. In an urban setting, if you want anonimity, a civilian vehicle is a very good choice. Same is true for remote areas as well if you are being seaarched by enemy satellites and drones. Armored military vehicles would stand out like a sore thumb.

Tachanka's were heavily used during the Civil War in Russia in 1918-1921. It was Maxim machine gun on the wain. It was a symbol of the Civil War. Here in Ukraine we even have tachanka monument.They called it the Tachanka. This is a really interesting video that explains what/how the Russians might want to use these vehicles.
