Nuclear-powered Ford and Nimitz-class ships have much more free storage capacity so they can store more jet fuel, weapons, and so on. While the Chinese carrier is fossil fueled so it normally would have an excess amount of steam and therefore should use steam catapults instead. The EM cats require vast amounts of electricity, meaning you'll be stressing the boilers to drive generators for electricity (losing efficiency) to use the cats. This will limit the sortie rates and cause more frequent fuel replenishment (thus limiting range or station time). This carrier is far from being operational anytime soon. The Chinese do have experience with carrier operations they have been for the past 10 years. But going from a ramp style to a catapult launch system is a very large step and one they are not familiar with.

Theres no "unlimited amount of electrical power available". You can only heat up so much water and produce so much steam and convert it to energy at a time with a nuclear power plant. Carriers dont have unlimited space for unlimited amounts of nuclear fuel, unlimited boilers and unlimited steam engines.
Theres no "excess amount of steam". Both nuclear and conventional heat sources need to create the same levels of steam to run their steam engines. Thats lust basic laws of energy conversion.

Steam catapult systems are also known for their higher maintenance, higher complexity of ship layout since high pressure steam has to be diverted and piped to the launch system and stored somewhere nearby, as opposed to a bunch of cables and converters.
Steam catapult systems cant throttle launch speed on the fly compared to electric catsand are therefore much riskierand less versatile to use.
Steam catapult systems cause physical shocks that impact the entire integrity of a ship over prolonged time.
