Russian parliament passes bill on recognition of self-proclaimed Donbass "republics"

Russia's State Duma, the lower house of parliament, gave the green light to a bill on Tuesday recognizing the self-proclaimed Luhansk and Donetsk republics in east Ukraine's breakaway region of Donbass.
At a plenary session, the lawmakers supported the document requesting Russian President Vladimir Putin to recognize "the Luhansk People's Republic (LPR)" and "the Donetsk People's Republic (DPR)" as independent and sovereign states, the State Duma said in a statement.
According to the Russian lawmakers, the inhabitants of both regions have been living under shelling for eight years and millions of people have become refugees, while the Ukrainian authorities have stopped paying pensions and providing social benefits while establishing a complete economic blockade.
"Our citizens and compatriots living in Donbass need help and support. In this regard, the deputies believe that the recognition of the LPR and DPR will create grounds for guaranteeing the safety and protection of the inhabitants of the republics from external threats," State Duma Chairman Vyacheslav Volodin said in the statement.
A total of 351 deputies voted in favor of the bill and 16 others opposed it, TASS news agency reported.
The bill will be sent to Putin immediately for his final approval.

Maybe this is for forcing Ukraine govt to recognize these areas as semi-autonomous. However after its approval if residents of Donbass region decides a referandum to join Russia that would be the same situation of Crimea. That would force Ukraine to attack those regions to not to repeat Crimea incident again. At least to cool things down and not initiate an attack from Ukraine it should be made clear that this type of joining is out of option.

Recognition if approved should be made clear that it is and will not be about joining Russia from the Russian side or Donbass both. Otherwise it would give legitimate reasons for Ukraine to initiate an attack in Donbass region to not to repeat Crimea again. This is different from outright attack initiated by Ukraine there would be more western military support if they get a reason to attack given by Russia and Russia strikes back. Russia would also show that it is not after gaining more land and more against conflict. Not sure about Putin though. There is still room to give indirect military support if Ukraine starts operations in that case without huge western especially Eu backing who is more neutral with Russia than Usa-Britain.

Putin will do it only in the case of full scale Ukrainian attack on Donbass.

Sanctions are leading Russian industry towards obsolescence.

Just a few days back in a press conference with the French President, Putin was admitting that the Russian conventional weaponary is now inferior to Europe's.

How did that happen?

Russians can pretend as much as they like that things are normal but the West will continue to slowly tighten the noose around their neck, suffocating them until Russian Federation is dissolved into 14 independent republics.

Will British fight against Russia and China directly? Or only by mouth?

There is no we here, British would love to use other countries to do their dirty job, cannon fodder.

Ukraine will be utterly moronic to attack Donbass. If Ukraine does attack, the end game in all of this will be that Ukraine as a country will be a lot smaller than before. No amount of sanctions will change the Donbas will be gone permanently.

Ukraine since 2014 is an occupied country. If USA will order to attack - Ukrainian president will attack.

Moscow will declare the Donetsk and Lugansk People’s Republics to be sovereign states, officials have confirmed

Russian President Vladimir Putin has told foreign leaders that Moscow is likely to officially recognize the sovereignty of the the two breakaway regions in Ukraine's war-torn east.

In a statement released on Monday, the Kremlin revealed that Putin had notified French President Emmanuel Macron and German Chancellor Olaf Scholz that he intends to sign a decree recognizing the Donetsk (DPR) and Lugansk (LPR) People’s Republics “in the near future.” According to officials, both Macron and Scholz “expressed their disappointment with this development.”

In a statement issued earlier the same day, the EU's top diplomat, Josep Borrell, urged the Kremlin not to make the decision, arguing it could be a precursor to the DPR and LPR being “annexed” by Russia. “If there is annexation there will be sanctions, and if there is recognition I will put the sanctions on the table and the ministers will decide,” he said.

Macron will now host an emergency security meeting in response to the Kremlin's announcement, Reuters reported moments after it was communicated.

The move follows requests on Monday from Denis Pushilin and Leonid Pasechnik, the leaders of the DPR and LPR, calling for Moscow's backing. Putin chaired a televised meeting of the Russian Security Council to consider the request, in which he was urged by top officials to grant both regions recognition.

The two republics split from Kiev's control in 2014, following the events of the Maidan, when violent street protests toppled the democratically elected government in Ukraine. This led to the Donbass war, which was formally ended in September 2014 by the Minsk Protocol, but has simmered since in a semi-frozen state.

According to the deal signed in Minsk, and a second follow-up text in 2015, Ukraine was required to decentralize its government and give a special status to Donetsk and Lugansk. Much to Moscow’s frustration, Kiev has failed to implement this part of the agreement.

Despite repeated requests from the Donbass republics to recognize the two regions as independent, Putin had, until now, refused to do so. Instead, Moscow had continued to pressure Ukraine to adhere to its commitments signed in Minsk.

The Russian president’s decision to declare the independence of the DPR and LPR comes as tensions remain high on the border with Ukraine. Russia stands accused of placing more than 100,000 troops on the frontier, with some Western officials alleging that it plans to invade its western neighbor. The Kremlin has repeatedly denied these suggestions.

Last week, lawmakers in Russia’s State Duma backed a motion calling on the Kremlin to recognize the sovereignty of the DPR and LPR. The proposal, introduced by the Communist Party, was supported by 351 MPs, with just 16 legislators opposing the move
