We have air raid shelters and refuge works in all cities.
However, the Chinese population in 2021 is very different in 1960s/1970s, so air raid shelters cannot accommodate everyone in the city.
For example, Hunan Zhuzhou has several large refuge projects in plant 601 / plant 331 / plant 430, which can accommodate 200000 people together. But Zhuzhou, Hunan, has an urban population of 1 million.

Zhuzhou is a third tier city, but the asylum projects in other third tier cities should not be as large as Zhuzhou. Because Zhuzhou is an important industrial city. 601 plant produces 15% of cemented carbide in the world. Plant 331 is China Southern aero engine company. Plant 430 is CSR group, which produces high-speed railway locomotives. Our city must be targeted by many nuclear bombs.

So I think China's existing asylum project should be able to meet the needs of about 100 million urban people. China still has 400 million farmers living in rural areas. But if China had a year to prepare before the outbreak of nuclear war, we would be able to send everyone to shelter.
