The russians have realized that their value of alliance is wearing out as india is stacking up on the riches..so why should they sell at discount the soviet way..bring in capitalism and exploit the maximum profits!

buddy the Russian shipyard is asking the money from the Russian government not India . no matter how much you jump up and down and pray like hell this is one partnership that has stood the tests of time .

The reason India has been ordering first the batch 1 and then the batch 2 frigates from Russia is because Indian yards were/are already busy with new ships (P16A, P15A, P17, P28, Carrier) and the navy needs to replace retired ships "now" to keep fleet numbers up. So, stating ships should be ordered and built 'at home' is besides the point.
