If Biden loses I suspect for some reason this may happen as bill gets bigger and bigger it starts to become a discussing point.

The issue of American money going to support Ukraine is being raised more and more in America and by more and more analysts and politicians. Unless you live in this country and fairly closely follow American politics especially in light of the American public perception of foreign 'entanglements', you wouldn't understand how Presidential candidates can rise or bust. Hillary's loss to Obama in 2008 was directly because by 2008 Americans had realized the folly of the Iraq War in 2003 and Obama crushed her--she supported the war while Obama didn't.
Here is another short video where Ian Brenner brings up the possibility of American funding stopping due to America's own financial stresses. The American funding stops, the war stops! The interview is extremely worth watching anyway.
