Yes, precursors which Iraq was unable to produce independently i.e. the specific key components of these weapons were supplied by Germany and other EU members following a green light from Washington. NATO regimes knew exactly what these materials were being used for. Deliveries continued after Saddam's employment of poison gas was documented in the media and at the UN.
What's more, during the Iran-Iraq war the US regime applied its veto power to block a UN Security Council draft resolution condemning Iraq's WMD attacks. And supplied Baghdad with live satellite imagery for operations where chemical weapons were fired at Iranian forces. So Washington is another major accomplice in this crime. This is while in 2003, after the Iraqis had completely dismantled their WMD arsenal, the USA lied and fabricated bogus "evidence" to suggest otherwise and create an excuse to illegally invade that country, triggering a cycle of violence which caused up to 1,5 million Iraqis to lose their lives. Not to mention the 1990's sanctions which resulted in hundreds of thousands of additional deaths, children in large part. Last but not least, in the kangaroo court set up by USA occupiers to judge Saddam, his use of poison gas against Iranians was covered up.

Which includes not just Iranian troops but civilians as well, such as the inhabitants of the town of Sumar in southwestern Iran which Saddam's western-backed military bombed with chemical weapons, murdering scores of men, women and children. Whilst the attack on Halabja in northern Iraq is well publicized, outside Iran hardly anyone has heard of Sumar. As for Halabja, where several thousands were martyred by these weapons, the US regime and its Defence Intelligence Agency initially went as far as trying to blame it on Iran and whitewash Saddam, adding insult to injury. Later on Washington and the western-controlled mainstream media would of course flip-flop once again, ditch these narratives and designate the actual culprit (but not who supplied him) because they sought to influence public opinion into backing the 2003 aggression of Iraq. Their partner in crime had become a bad guy overnight after his invasion of Kuwait in 1990.
To complete your point, in the 1980's Bonn along with a couple of other European countries accepted a limited number of Iranians injured by chemical weapons for treatment at local hospitals - so that these EU regimes could get a closer look at and precisely evaluate the effects of the poison gases they had actively and deliberately been empowering Saddam to manufacture and kill Iranians with.
