MOSCOW, June 19 (RIA Novosti) – Moscow supports Kabul’s position that peace efforts in the war-torn country should be led by the government of Afghanistan, instead of the United States, the Russian Foreign Ministry said Wednesday.

The Afghan government earlier on Wednesday suspended security talks with Washington over a dispute regarding the opening of a Taliban representative office in Doha, Qatar, on Tuesday. The office is expected to host direct talks between the Islamist insurgents and US officials.

“In respect to the opening of the Taliban office in Qatar on June 18, we affirm that the Russian Federation is consistently supporting the efforts of the Afghan government aimed at the success of the national reconciliation process and the creation of conditions for long-term stabilization in the country and the region, including through the dialogue between the High Peace Council and representatives of the armed opposition,” the ministry said in a statement.

Moscow reiterated that a peace dialogue in Afghanistan could have a positive outcome only if the process were led by the government in Kabul and on condition that the Taliban severed ties with al-Qaida, ended the violence and accepted Afghanistan’s constitution, including its protections of women and minorities.

The High Peace Council is the government body in charge of leading peace efforts with the Taliban.

Afghan President Hamid Karzai, who opposes bilateral US-Taliban talks, said Wednesday that the High Peace Council would "neither attend nor participate in the talks" until the process was "completely" in the hands of Afghans.

Meanwhile, US President Barack Obama said during a visit to Germany on Wednesday that he always expected "friction" at Afghan peace talks, but expressed hope that “the process will proceed” despite the challenges.

"Ultimately we're going to need to see Afghans talking to Afghans about how they can move forward and end the cycle of violence so they can start actually building their country," Obama said.

The NATO-led International Security Assistance Force (ISAF) formally handed over responsibility for security in Afghanistan to the Afghan police and army on Tuesday.

Despite more than a decade of war waged by Kabul and the ISAF against the Taliban insurgency, attacks by Islamist militants are still frequent in Afghanistan, showing that the insurgents are strong enough to try to return to power in Afghanistan once NATO troops leave the country in 2014.

The Afghans dont trust the Americans..The Pakistanis dont trust the Afghans and the Indians, The Russians dont trust the Americans, No one trust the Pakistanis...and in all this confusion the Talibanis make merry.

I agree with Russian position. However, it also proves Karzai is just a puppet and US can ignore him whenever it wants.

So you are trying to say that you indians are more trustworthy. Words such as trust are meaningless as at the end of the day it all come down to selfish interests.

Sounds like the US has other plans for Afghanistan. I wonder if those plans also involve Ingushetia, Dagestan and Chechnya hence the Russian concern suddenly.

End of the day, Al-Qaida are once again becoming America's favourite freedom fighters (Hint: Libya/Syria).

@Sher Malang. Brother, Pakistanis had been warning the Afghans for the past 12 years not to trust the Americans too much or get too close to them, but I guess the strong dollar had blinded some of your countrymen.

All Pakistan wants is a stable Afghanistan and legitimate government TRUST ME (learned her lessons). Can America do that? NO FAILED. Can Russia do it? NO FAILED... Can India do it... Excuse me no offense but India cant even provide stability within its own borders.

There is a reason why I said "No one trusts the Pakistanis" and thats because Afghanistan was once left in the hands of Pakistan in the 90's and look how it turned out - you think the world will want Afghanistan in Pakistani hands again and will want Pakistan to run its influence and it Taliban in Afghanistan again? then think again - not even the chinese would want that.

You might argue that the Americans dumped you then, but they are making an effort not to repeat that - not even the Russians, Afghans, Indians and the Chinese want them to leave at this juncture, its only the Pakistanis who want them out of Afghanistan because its becoming very uncomfortable for them.

This is besides the point.

The crux of my earlier post was that because nobody trusted each other the ground situation with the talliban remained almost the same,
Otherwise its hard to imagine why the taliban werent destroyed inspite of the presence of troops from 28 countries, billions of dollars worth poured by the US, India, China etc...full international cooperation and no international pressure whatsoever from the commies to stop the war.....all this but still the top leadership - Mullah Omar, his fighters, the Quetta shura, his ally the AQ, Zawahiri and the Haqqanis are safe in their havens in Pakistan.

Imagine with all that international support, funds and troops if there were concerted effort from Afghan neighbors to hunt down the taliban - the taliban would have ended up in a kill box with no safe havens and proxy support from Pakistan to fall back on and would probably have been neutralised by now.

The taliban made merry utilizing the mistrust and the fear the Pakistanis had about the North Afghans and the Indians.

Brother, trust me it's not about the love Afghans have towards Americans but Afghans have left with only two choices to choose, 'bad' or 'worst' from the begging but still we can see a bit of a strong diplomacy from Karzai's side:

Now when US approached Taliban directly and there are hopes for peace process, Karzai is going bonker.

He is non entity in this process. if someone is party that is Afghan people. hold grand jirga for the talks.

Nope, Taliban thinks it's the Americans who can mean a change to them that's why on the American orders they pull up and pull down their flag in Doha!

Karzai have HPC do you know who are the members of it? of course once they succeed in talks with Afghan govt anything is possible even a Loya jirga but if US goes all alone it will face the harsher consequences in the future and it's all efforts will end in nothing.

Why Afghan governament is not an entity in peace talks? High peace council is appointed by karzai.
There are four entities and all of them must involve to make the negotiations successful.
1- Taliban
2- America
3- Afghan governament
4- Pakistan (daddy of haqqani network).

Sir Haqqani network is not different than Taliban they are hard core followers of Mullah Omar Sir it is USA who tries to create divide but they have failed and what ever Haqqani network does it does on Mullah Omar orders

They indeed consider mullah omar as their amir ul momineen like TTP but they have distinct organizational structure.....they are not faction of afghan taliban but rather partner of them.
Another group that is operating against foriegn forces is hizb e islami of hikmatyar.

Sir they are faction of Afghan Taliban Sir their is no difference Sir they are the most strongest faction of Afghan Taliban that is the only reason why west tries to create divide among them

There are spirtual and ideological links between them, no differences , you can call them Taliban but it is also a fact that their organizational structure, recruitment centres and relationship with ISI is distinct from Afghan taliban of helmand and kanadhar.....haqqani network is highly centralized group...i know this because people from my area fights in Afghanistan on plateform of haqqani network.
