(Reuters) - A combination of power blackouts, uncertain tax rules and contracts that are not honoured make India a difficult place to do business, a senior Dell Inc executive said on Friday in unusually blunt comments by a foreign investor.

Their Z-18 and Z-20 haven't made their maiden flights yet.

Its very shameful despite having bigger economy, very huge military budget and rants about others buying while china manufacturing indigenously they are still importer.

Please keep in mind that even superpowers like the United States import small arms and naval systems from nations like Germany and U.K.. Something that they are weak on are supplemented with foreign help, just like how Russia needs to import ships from France.

That's one of the way to help balancing Russia trade deficit with China..and help our civilans economies to export to Russia...we're after all a pragmatic people...it's win-win deal...you just have a too backward mentality the way you see China...go look into your mirror twice.

If a war is started with only indigenous weapons, some country will be left with literately no air force, no IFV and almost no tanks left in the army. I just don't feel the shame at all.

our large budget is spent mostly on our own military programs and projects. this purchase from russia is just a fraction of what we are going to spend. russia, being the second largest weaponry exporters in the world, purchases their heli-carriers from france, unmanned aircraft from israel etc

india has a smaller budget but its the world's largest arms importer in the world.

use your logic to cast the biggest shame squarely on india!

In May 2008 licensed production of the Mi-17 started in China, with production being led by Mil Moscow Helicopter Plant JSC and the Sichuan Lantian Helicopter Company Limited in Chengdu, Sichuan province. The plant built 20 helicopters in 2008, using Russian Ulan-Ude-supplied kits; production is expected to reach 80 helicopters per year eventually. The variants to be built by Lantian will include Mi-171, Mi-17V5, and Mi-17V7.[2]

China buys Russian military helicopters for $1.3bln


China has bought Russian Mi-171E helicopters and other military equipment worth $1.3 billion over the last six months, with more purchases to follow.

*The equipment was sold by Rosoboronexport, Russia’s state arms exporter.

In the coming years the Chinese army plans to buy more Mi-171E helicopters and engines for SU-27/30 fighter planes from Russia, writes Vedomosti Newspaper.

In July China and Russia signed a $600mln deal for 55 Mi-171 helicopters to be delivered by 2014, according to Vyacheslav Dzirkalen, head of Russia’s Federal service for military and technical cooperation

In February China bought 140 AL-31 engines for the SU 27/30 fighter jets, and for its domestically designed fighter planes, worth $700 million.

Russian military exports in 2013 amounted to $13 billion, with 15 percent being exports to China.

Meanwhile US aerospace giant Boeing has scored a $1.4 billion deal to supply India with 22 attack helicopters, beating off competition from the Russian Mi-28N Night Hunter.

The deal will include advanced AN/APG-78 fire control radars for the Apaches as well as Hellfire anti-tank and 245 Stinger anti-aircraft missiles.

India purchased 80 percent of its $12.7 billion in arms from Russia during 2007-2011, according to the Stockholm International Peace Research Institute (SIPRI).

Over the last five years the US managed to score a string of big-ticket deals.
