Iraq has the most influence on Shia. Shia come to Najaf and Karbala for pilgrimage, not to Iran.
Both Iraq and Syria were under Ba'athist parties during cold war. USSR had more influence at that time. Iran was part of CENTO and had good relations with US during Shah's rule.

Well many Christians may visit Israel or Vatican but the end of the day it is US & NATO which has influence. Shias in the world look up to Iran irrespective of the birth of the Shia religion/philosophy from Iraq.
