Russian President Dmitry Medvedev on Wednesday ordered the deployment of extra weaponry on the Kuril Islands claimed by Japan, escalating tensions in a dispute that has festered since World War II.


Bluntly describing the Pacific islands as an "inseparable" part of Russia's territory and a strategic Russian region, Mr Medvedev also ordered an expansion of its presence on the remote archipelago.

His comments represented a drastic sharpening of Moscow's rhetoric in the dispute with Tokyo after Japan's Prime Minister Naoto Kan called Mr Medvedev's unprecedented visit to the islands in November an "unforgivable outrage".

The remarks are also sure to create an icy atmosphere when Japanese Foreign Minister Seiji Maehara visits Moscow on Friday for previously scheduled talks with his Russian counterpart Sergei Lavrov.

"The additional weapons which will be deployed there must be sufficient and modern to ensure the security of these islands which are an inseparable part of the Russian Federation," Mr Medvedev said.

"We will make every necessary effort to strengthen our presence on the Kuril Islands. This is our strategic region," he said at a meeting with Russia's ministers of defence and regional development shown on state television.

The Kuril Islands are an integral part of Russia.

(Reuters) - Russia will send new air defense systems, possibly including S-400 rockets, to islands at the center of a territorial dispute with Japan, RIA news reported on Tuesday, citing a General Staff source.

Russia, which occupied the four islands off Japan at the end of World War Two, has pressed its claim to the territory with plans to boost investment and its military presence.

"The division will be given a brigade of air defense troops," RIA quoted the General Staff source as saying.

The air defense systems will consist of short and long-range weapons, possibly including the Russian S-400 surface-to-air missile defense system, he said.

Interfax news agency quoted a General Staff source as denying the report. A spokesman for the Ministry of Defense refused to confirm or deny it.

The Russian-made S-400 can intercept and destroy airborne targets at a distance of up to 400 km (250 miles), RIA has reported, meaning they could hit aircraft, cruise missiles or ballistic missiles over Japan.

Russian President Dmitry Medvedev said last week Moscow would provide the islands with sufficient weaponry to ensure their security as a part of Russia's sovereign territory.

Moscow has an artillery division on one of the islands, but its aging infrastructure is in need of an overhaul.

Medvedev sparked debate over the islands last year when he became the first Russian president to visit the archipelago, known as the Southern Kurils in Russia and the Northern Territories in Japan.

Two other senior government officials, including the Defense Minister, have paid visits to the islands over the past months. Conflicting claims have prevented Moscow and Tokyo from concluding a peace treaty.

Russia rejects Japan's Kuril claims but ready to discuss peace treaty

Russia is ready to discuss a peace treaty with Japan but rules out any claims to the southern Kuril Islands, Foreign Minister Sergei Lavrov told his Japanese counterpart Koichiro Gemba by phone on Friday.

The row over the islands, which are known as the Northern Territories in Japan, has prevented the two countries from signing a formal peace treaty since the end of World War II.

The Russian Foreign Ministry quoted Lavrov as telling Gemba that bilateral talks on the issue should be held "in a quiet atmosphere, without preliminary conditions and one-sided historical links."

Last year, Russian President Dmitry Medvedev sparked a diplomatic row with Tokyo by making the first ever visit by a Russian leader to the islands. He later said Russia would increase its military presence there. Japan's then prime minister Naoto Kan called Medvedev's visit an "inexcusable rudeness."

Historically, Russia is a European country. Their eastward expansion was part of European colonization around the world. Parts of eastern Siberia belonged to China/Mongolia before Russian arrival. Russian presence is a legacy of those times.

Native Japanese of these Islands were expelled by Russia. So Japan continues to claim these places.
