KARACHI - Russian Consul General in Karachi Alexandr Khozin feels greatly elated at the rapidly growing ties between Moscow and Islamabad, and recalled that a most modern, high-tech, radar system will be supplied to Pakistan under a recently signed agreement for protection of sensitive assets in Pakistan.

This, observers, said, was a huge development, especially when Russia overlooked protests from neighboring country.

During the last three years, ties between the two countries on economic, political and military levels have been persistently growing which should be a matter of satisfaction of the two countries who had tremendous relations in late 60s, but were jolted for over two decades, and are now returning to original warmth or perhaps much more.


Khozin, an experienced diplomat, besides being extremely courteous and friendly, amicable and humble in his approach to problems and contacts with his hosts in Karachi, was happy at the recent trends, looking optimistic about their rising to new heights. His remarks about bilateral relationship, which should be a solid contribution to regional and world peace, came during a ceremony to award a high Russian government award to noted politicians and esteemed people, this time being Sehar Kamran of Peoples Party, who despite completing upper house term this year, remains an active member in parliamentary forum, and keeps contributing to health practices.

She was overawed by the conferment and thanked the Russian government, the Ambassador in Islamabad, and the Consul General in Karachi. Khozin, in Karachi for over a year, has been working extremely hard in promoting healthy relationship, cementing these like bonds, and is being admired for that. Sehar Kamran praised him profusely, and thanked the Russian government for the honour done to him.


Khozin agreed that growing ties between China and Russia may well lead sooner than anticipated into the much needed bi-polar world, which after collapse of USSR, had placed all the powers in the hands of USA and turned the world unipolar. Pakistan was grateful to China and Russia for shooting down an anti-Pak resolution brought about by Indian premier Nirender Modi at the Bricks organization.

Also defense ministers of the two countries exchanged visits, and military leadership too followed suit, Ties between the two country, have begun to take new shape, ill-will of the past during former USSR time, is history and forgotten now which is good augury. Russia is also building U dollar 2 billion-gas pipeline to Pakistan, which needed to be appreciated.

India has nothing to be concerned about a Civilian radar station.

This RADAR is a serious challenge for India because Rafale is going to come with a cruise missile package and this Radar Russia just made Indian Rafale purchase meaning less. I am expecting Tor-M deal to follow. This makes actual sense now.
Dear have you looked up what radar the MoU/deal is about?

It is a civilian radar system meant to protect NPPs, a small mobile radar that can provide 360 degree surveillance. It is not a defense/military radar that will be used to track or engage enemy airplanes but a civilian solution following lower cost approach. Here, the detection range can give you some idea:
Targets flying at 656ft (200m) altitude can be detected at 12Km (6.4 nautical miles)
Targets flying at 3,280ft (1,000m) altitude can be detected at 20km (10.7nm)
Targets flying at 5,000m (16,404ft) altitude can be detected at 50km (26.9nm)

TOR comes with a military radar, able to track and ENGAGE multiple hostile targets.

@Oscar @HRK @Dazzler do we have any other details that can help us understand the use and need of buying such a radar system better?

I was going through the company portfolio that states a different story. If not tor some other missile will accompany this. Obviously this is not an early warning system the radar is meant for point defence and it is for those Storm Shadow

Nevertheless, this purchase is one of the growing sign of warm relations between Pakistan and Russia. Hopefully this will lead to actual meaningful purchase in not so distant future.

So you comparing a civilian radar with a fighter jet? Yes we did use our lobby in Washington to stop the sale and it worked, on the other hand you guys are still doing this.

Edit: US didn't even stop the sale, it just refused to subsidise the cost of the jets, and you guys failed to pay that. So bassically you are blabbering about kicking our *** with 8 F-16s which you begged from US for free but failed.

I have one question which is confusing me. The RADAR is meant to protect nuclear facilities now how will it do that. The news is clearly say it.

Honestly, i have no idea about that. It is just a surveillance radar and that too a small one meant for civilian use. The best we can get out of it is to have it stationed near the NPP in the densely populated city of Karachi and it will help us make sure that there is no unauthorized air traffic coming towards the plant. Signal the nearest military base if there is any such movement.

Frankly, i personally think that the news is given more hype than it really deserved. It is no component of ABM shield as some will want to claim :P
