TOKYO : Russia has rejected a Chinese offer to cooperate on their separate territorial rows with Japan, a report said Thursday, as Prime Minister Shinzo Abe prepared to meet President Vladimir Putin in Sochi.

Beijing said it would support Moscow in its decades-old dispute over the sovereignty of islands to the north of Japan in exchange for backing in its row about the ownership of an East China Sea archipelago. The offer has been made repeatedly since 2010, the paper said, citing diplomatic sources in Russia and Japan, but has always been brushed off.

The report came just ahead of Abe’s attendance at the opening ceremony of the Winter Olympics and a subsequent summit with Putin, at which they are expected to discuss the Russia-controlled Southern Kurils, which Japan claims as the Northern Territories.

Soviet troops took the islands in the final days of World War II, turfing out several hundred Japanese who lived there at the time. The issue has prevented the signing of a formal peace treaty between the two countries.
But an increasingly close working relationship between Abe and Putin, who have already held four summits since the Japanese prime minister took office in December 2012, has offered hope of progress, although Tokyo said it is unlikely to be settled in the near future.

“We are not overly optimistic about negotiations on the territorial issue,” a foreign ministry official said. “So far, President Putin has been consistent (in asserting Russian ownership)...which is not at all acceptable for us,” he said.

However, the frequent summitry and willingness to discuss the Russo-Japanese dispute is in stark contrast to Tokyo’s dispute with Beijing.

Tensions between Asia’s two largest economies remain high, with coastguards from both sides engaged in stand-offs near the Japanese-run Senkaku islands, which China calls the Diaoyus.

China, which is also engaged in territorial disputes with several countries surrounding the South China Sea, usually refuses to deal multilaterally and insists rows should be settled between two claimants.

The Japanese foreign ministry official said he was not aware of any cooperation between Moscow and Beijing.

“Russia takes a position that the issue should be resolved between Japan and China. I don’t believe Russia agrees with China’s position,” he added.

Ah! It looks like the Chinese have failed and want Russia's help now!! :p: :lol:

It started in 2010, today is 2014 and just a few month ago we started the whole identification zone, if we failed, shouldn't we have retreated rather than go forward?

Just last year over 24 new ships were ordered for coast guards that would weight more than 1000 tons, with three around 10,000.

Just last year we launched 10 Type 56, and a combination of Type 52D, Type 52C, and more in total 20+ new ships ready to enter service around 2014-2015.

As a side note, Russia and China put together can't stop American navy, so we are very much alone in this conflict. But not to worry, all great powers in history needs that one defining victory before it can assert it's influence over its neighbors.

For Japan it was Russo Japanese, for Prussia it was Austro Prussian, for America, it was the Spanish American war.

Now it's just a matter of wait and see what unfolds.

China never dare to fight if no daddy support. All nations should keep good relationship with Russia-USA, then China only sit duck and cry all days :P

Since Japanese think they control the Diaoyu/Senkaku island, so Japan has always maintain that there is no dispute.
On Wednesday, Japanese Chief Cabinet Secretary Yoshihide Suga reiterated Japan's claim to the islands.

"It has been evident [the islands] are Japan's territory. We will maintain absolutely the same position that no dispute [officially] exists," he said.

What is the point of discussion then? discuss about the weather? That is why China send patrols ship to the island, to show that Japan has no control. To force Japan to admit that there is a dispute and negotiate.

On the other hand, since Russia control the disputed islands, so Japan maintain that there is a dispute.

Exactly, why would anyone think that the Russia needs help? For what? Russia already got the islands.
Why would a Japanese newspaper report this before Japanese PM visit to Russia?

most of the members don't know that in 2006 Putin offered 2 island(Shikotan and Habomai) to Japan if they accept other 2 are Russians..but guess what??these 2 are the smallest in size.and actually in 1956,SU promised Japan that these 2 islands will be transferred to Japan after "Peace Treaty".

the fact is,all of them were part of Japan till 1945,when SU unilaterally violated Soviet-Japanese Neutrality Pact in 1941 from 1875(Treaty of Saint Petersburg except the island Sakhalin) and Japan got half of Sakhalin by Treaty of Portsmouth in 1905.

Any proof that China made this offer other than claims by the Japanese run paper in Tokyo? from alleged "sources"?
