Russia may be readying for new Ukraine offensive: NATO commander

WASHINGTON (Reuters) - Russia's military may be taking advantage of a recent lull in fighting in eastern Ukraine to lay the groundwork for a new military offensive, NATO's top commander told the U.S. Congress on Thursday.

U.S. Air Force General Philip Breedlove, the NATO supreme allied commander, said Russian forces had been seeking to "reset and reposition" while protecting battlefield gains, despite a fragile ceasefire agreed in February.

"Many of their actions are consistent with preparations for another offensive," Breedlove said.

Pressed during the hearing, Breedlove acknowledged he could not predict Moscow's next move but characterized its ongoing actions as "preparing, training and equipping to have the capacity to again take an offensive."

"In the past they have not wasted their effort," Breedlove told the Senate Armed Services Committee.

The Organization for Security and Co-operation in Europe (OSCE), which is monitoring the ceasefire, says the violence is down markedly since the accord was signed in Minsk, Belarus, in February.

But the United States says Russia now has its largest force on the border since October and has deployed additional air defense systems, the biggest number since August.

Breedlove said Russia was seeking to tighten its grip over separatist fighters, bolstering its command and control "because there was disunity in some of the earlier attacks."

"We do see a very distinct Russian set of command and control in the eastern part of Ukraine," he said.
"Command-and-control, air defense, support to artillery, all of these things increased ... making a more coherent, organized force out of the separatists."

The United States has so far declined to provide weapons to Ukraine, a move which advocates say could help end the conflict but opponents warn might escalate the war.

Breedlove said no options should be taken off the table but that there was no consideration of giving Ukraine the kind of military might needed to defeat Russia.

"What we do believe is that we should consider changing the decision calculus of (Russian President Vladimir) Putin. That's what we look at," he said.

Still, Washington is keen to maintain solidarity with Europe, some of whose leaders, including German Chancellor Angela Merkel, strongly oppose arming Ukraine.

Breedlove said Putin was concerned about Western sanctions imposed against Russia over the Ukraine crisis "and that may be affecting how he currently does things in eastern Ukraine."

"But we really have no way of knowing one way or another," Breedlove said.

Having the capacity to do something does not translate to doing it. Wonder why the US is interested in opening new fronts when old ones can not be handled.

USA wants to contain Russian expansion in Ukraine. The next Russian targets are Estonia and Poland both NATO members and any aggression against them would mean war between NATO and Russia.

Trying to contain Russia would have been possible if the people had the cold war mentality with Russia as the enemy. With the switch of people's mindset towards terrorism the monsters created will haunt American foreign objectives. As long as Russia uses proxies and limited military intervention there will be no stepping because that would lead to escalations which could lead to a war which no one wants or can afford.

Russia wants to divide NATO, European blocs 1 May 2015

Supplying offensive weapons to Ukraine should be used as an option to curb Russian actions that threaten Europe’s security, the top commander for U.S. forces in Europe said Thursday.

“Mr. Putin and his forces have taken and used every tool to their great advantage including the military tool,” said Gen. Philip Breedlove. “I support the consideration of using offensive weapons to change the decision calculus on the ground and to facilitate bringing our opponent to the table.”

Breedlove’s comments came as he briefed the Senate Armed Services Committee on the European Command’s program and 2016 budget.

“Russia is blatantly challenging the rules and principles that have been the bedrock of European security for decades,” he said. “This is global. It's not regional, and it is enduring, not temporary.”

Russia’s motivation is not only limited to dismembering Ukraine, he said, but Russia wants to divide the European Union NATO as a economic and military blocs.

Russia has supported separatists in eastern Ukraine since the armed conflict began in early 2014.

The U.S. and European powers have a placed series of sanctions on Russia for its destabilizing actions in eastern Ukraine and for annexing the Crimean peninsula last March.

Breedlove said the Russians would be provoked by any U.S. action and suggested that it would not make sense to remove any option from the table.

The commander also defended Turkey as a key NATO ally against a committee member's criticism of Turkey for not doing enough to stop the flow of foreign fighters through it borders on their way to fight alongside Daesh.

The flow of fighters is a problem for all of Europe, the general said, but it’s an immediate problem for Turkey as the conflict is taking place along its border while Turkey faces the direct effect from the conflict.

“I would not single out Turkey. I think that the flows are in several areas,” he said, adding that Turkey has taken several steps to crack down on the flow of foreign fighters across the country.

More than 15,000 foreign fighters from different countries have reportedly joined Daesh.
