China would like Pakistan to have more than 40 Z-10 and 60 Z-9's for different roles and hence has also offered local manufacturing, unfortunately this can not be done at the moment. These Z-10's are for the Indian Apache's but we all know never have heli's gone after other heli's hence US is also willing to provide Zulu.
As far as the Zulu's are concerned PAA has all the prerequisites to acquire them but due to financial problems faced after the Earthquake and US unable to manufacture them due to domestic orders had to convince Pakistan and Russia to provide Mil heli's.
Today the requirement is far more complex hence PAA is looking to increase the numbers of its Heli's. We all know that Pakistan would some how manage to get economic sanctions (though the chances are slim) hence the armed forces are going to some how counter these. The best thing is to find the most reliable supplier, China is one, Turkey would have been a natural choice but the issue with ATAK T-129 was that it uses a US engine. The Indian blunder came as a gold spoon for Pakistan and Russia opened up...
Pakistan on her Western Borders require 40 or so heli's to effectively defend herself and if required can also advance. Russia has no deal with Afghanistan like it has with India so it has no objection to supply attack heli's. The icing on the cake would be if Pakistan is able to buy the Mil-28 NE's.
Still the requirement of heavy lift remains...Airbus, Bell, MIL and China would again be competing....

There is no such requirement.
There is a credit line of $2 bil with Russia and that is not very difficult to maintain. There are many other military stuff that is being looked at and that is the reason we see small orders. This is going to continue like this for a few years bringing the numbers higher in small batches and continuous supply chain so that cost remains consistent and also fulfill training schedules.
What Russian break even point per barrel ? . I think its 45 dollar today and Russia need around 60 or more
