Right now Iran just doesn’t have a powerful reliable space launcher. IRGC has done 1 launch and disappeared. Iranian space agency is unreliable with their liquid SLVs. Their more powerful ones are years away.

As it appears Kanopus-V that is made for Iran has a higher resolution, 1.1 meters vs 2.1 meters of the original variant.

" In Feb 2021 general designer of the Russian NPK "BARL" (they signed an agreement with Iran) stated that the first commercial EO sattelite with a resolution slightly worse than 1-1.1 m for foreign customer will be launched in summer 2021.

In Feb 2021 the sattelite has passed all the necessary tests and was ready to start. The weight of the sattelite - 650 kg, its life span is 5 years, with the possibility of extending up to 7 years."

As we all know, Russia will only sell equipment to Iran if it believes that Iran will be able reach that same level anyways.

No it does not. Russian sat is 1.1 while Noor is cubesat between 5 and 10 satellite resolution.

Russian sat is much more advanced than the micro noor satellite as evidence by the size and amount of ground stations involved. And allows for target bank of objectives which means preloading areas for the satellite to take photos ahead of time.

So this is a good way for Iran to get experience with higher level satellite tech in order to understand what it takes to build bigger and better satellites.

That being said, I’m skeptical of this report and if Russian would do such a favor for Iran. Previous experiences of Iranian reliance on Russia for satellite launches was not optimal.

Russia of course will deny that selling a military satellite to track US military bases, since the contract is officially signed on commercial satellite for Earth observing.

Russia simply can not be trusted. We all remember what they did to Iran over the S-300 system.
The Noor Satellite might be a cubesat with inferior capabilities compared to Russian Satellite but its operating in the same Orbit. We have reached the technology, we just need to Focus on developing bigger sats carried by bigger vehicles.

No need to Russian sat in this sensitive area of technology. Remember the post sale services from their companies. Better to develop the homemade ones, even if inferior, nothing beats it.

I think the Russian issue is where most Iranians despite political differences agree on. We all agree that they have been extremely unreliable in fulfilling their contracts. Let me also remind everyone that the last major contract Iran had with ''Russia'' was with USSR elements still in the Russian political system in the early 90's. That was when they for the last time honored their commitments (Mig29, T72 etc).

A lot of tasks can be done by smaller CubeSat networks.

Russia is not selling any equipment directly to Iran. Russia is launching the satellite and handing over the communication channel only. Iran will never get to have a first hand look at the satellite and its functioning but only get access to its data and control is orbits/movement.

Iran can't have such capability anytime soon as Iran can't launch a 500-700kg satellite in a stable orbit. Currently Iran can only place a 10kg cubesat in orbit which means nothing in practical terms. Cubesats with cameras are nothing but small professional cameras which are only good for taking wedding photos or movie shooting. Cubesats are only good for transmitting radiowaves for communication, not for earth observation.
