If America can't defeat anbar and al Qaeda how can Maliki do it Iraqi army have tanks and helicopters and can't defeat tribal rebels in anbar
and the tribal rebels in anbar were in saddam's army specially ex republican guard and ex fedayeen and special forces

You need a lot of people that are willing to die but I don't think people want to throw away their lives like that. The geographical disadvantages are numerous, so right now the Iraqi army is just surrounding it and shelling it right?

Nop, they are just avoiding it, if not fleeing it, and leaving their weapons for it !
So, no one knows the real outcome.
SU-30-35 should be a good platform for Iraq, latest versions of the MIG-29 are also very potent, Egypt is in negotiations for them, if they have not already signed a deal. But Iraq has more money and can buy the SU-30-34-35 too.
