Russia, Iran, Iraq, Greece no longer 'national threat' to Turkey

Turkey is set to remove Russia, Iran, Iraq and Greece from a list of countries considered threats to national security in one of the most significant security reviews since the Cold War, daily Milliyet reported Monday.

The updated list is a part of a larger security review being undertaken by the National Security Council, or MGK.

The National Security Document, prepared by MGK with contributions from the Interior Ministry, the Foreign Ministry, the General Staff and the National Intelligence Organization, is slated to be discussed by the MGK in October.

Typically prepared by military officials and viewed as a kind of regional geopolitical snapshot of the country’s perceived security situation, the document is now more obviously influenced by the ruling Justice and Development Party, or AKP, Milliyet wrote, adding that the new documents reflect a more confident and ambitious Turkey.

In contrast with materials prepared in the pre-Cold War era, when Turkey was more focused on protecting the government from the perceived threats of political reaction, separatism and subversion, the new document sets out the “active foreign policy” defined by Foreign Minister Ahmet Davutoğlu, along with Turkey’s rising regional political and economic profile, as explicit goals.

As part of these “civil bureaucratic” revisions, the language pertaining to domestic politics has been softened, taking caution not to offend or target conservatives and religious communities, Milliyet wrote. The “zero problems with neighbors” foreign-policy platform, initiated by the AKP in 2002, also reportedly features in the new review.

The biggest change, according to the newspaper, is the removal of four neighboring countries from the national threat list. Russia, Iran, Iraq and Greece are no longer being described as “threats,” but as allies, based on cooperation and a “shared vision.”

Where Iraq was previously seen as a threat based on the existence of the outlawed Kurdistan Workers’ Party, or PKK, in the north of the country, in addition to internal divisions and instabilities, the new document focuses on the cooperation between Turkey and the central Iraqi government on issues including energy and the fight against terror.

Greece, once a “primary threat” to Turkey, has been dropped from the list due to growing bilateral economic and political relations that have decreased the military threat of war in the Aegean Sea.

Iran, once a “primary threat” to Turkey based on its regime and potential nuclear weapons, has also been demoted. The country is no longer a threat, and according to sources directly linked to the new document, is being referred to as a possible ally in the fight against the PKK, Milliyet reported.

Russia, previously a threat due to communism, has been highlighted in the document as sharing a vision with Turkey based on economic cooperation, trade, energy potential and stability in the Caucasus region.

The security review is often colloquially referred to as the “red book,” or the “secret constitution.”

i dont think so turkey have any threat from iran or grecce but not sure about russia turkey is very good country have no offence to any country until any country themselves attack to turkey

We are modernizing our army/navy/air force. Are we not allowed to do that ? We are upgrading our whole F-16 fleet and ordering F-35s because everyone is modernizing their fleet F-4/F-5s will go. We are ordering Type 214s to replace our older Type 209/1200s. We are building our own modern MBT to replace M48/M60 MBTs. We are getting the T-129 to replace our American cobras. We are doing to Milgem Corvette/frigate program to replace our french corvettes and fill in the knox frigate retirement gap along with our TF-2000 frigate/destroyer program to have better AAW capability.

And since every one of these will be produced in Turkey we will no longer need to buy foreign arms. This is not being done to specifically counter any country.

Interesting, I wonder what is russia's problem in doing the same with Pakistan. They can benefit in the long run.

That is a very interesting development, as long as it is an honest steady long term position, and not a gimmick

If history is any judge then most neighbors pose threat to Turkey except Iran, Iraq and Azerbaijan. Bulgaria has large Turkish minority which it has been persecuting and expelling in last 60 years. Greece has always been problematic. Greece and Bulgaria may gang up on Turkey. Cyprus wants to capture northern Cyprus and expel its Turkish inhabitants. Syria wants its former province Hatay back. Armenia wants it land where Armenian live few hundreds ago. Georgia may interested in claiming parts of Ajara province cede to Turkey. Russia will continue to support any country that has war with Turkey. Turkey needs to keep strong army.

I suppose that Greeks think Greek fear lose our sleeps over everynight. :) Why are you Greeks feel yourself important, When It is mentioned something about Turkish armaments, defence programs and future aspects of Turkish defence industry ? Crying is the common habit around you when you can not respond your rival technologically cause of Bankrupt economy ? I mean When We agreed on paying billion $ to develop strategic technologies, We have to ask you whether Greek nation give us permission or not ?

Let those joke discussion aside, Technology has a key role in 21. century politic wars so Developing all those technologies are so important for the countries who want to create aversiveness enough against rivals and enemies. Besides, It is a respect and development reason for the countries who want to see the name of own nation around elites in World so It is no need to cancel all those technological revolution programs cause of Greece economy bankrupted while trying to compete with Turkish defence industry... :)

Even Bankrupt, Greece has better level of living than Turkey...

Turkey has huge army and its own people live in low level conditions specially in villages.

Also i have seen the level of the army!!!
Even in peace period, the human life for the army means a ****.

I think the best reason to proceed with development of "defence" technologies is because it serves the purpose of assisting Turkey in becoming an established regional superpower.

Turkey right now has the population and the military might, it lacks the GDP and the self saficiency needed.

GDP will certaintly be helped by a healthy home "defence" industry whilst at the same time will alllow turkey to not rely on western equipment and the restrictions that go with it.

It is pretty much an one way street. Turkey is walking that road and one step necesitates the next.

Simple really. Not to mention that it is good simply the amount of jobs it creates along the way.

We don't want to depend on western (foreign) arms anymore; this is very dangerous for our national security. Also, every country needs a strong military. If Iraq and Afghanistan had powerful armies, western rogue states would never have been able to attack and inflict unimaginable suffering on millions of innocent civilians.
