The USA will always be at least a step higher as far as technology goes. And for a pretty long time.

It will take at least 20 years to develop, plus delays . If you factor in those two, we are looking at a prototype flight around 2020-2030 and operational around 2030-2040.

When the PAK FA goes operational around 2015-2016 time frame, Russia will not remain stagnant it will also start work on its 6th generation fighter.
