Why cant China import the drilling equipment from US?

I guess that maybe the US government won't allow that high tech equipment exported to China. The weapons embargo to China is a good example.

As the former agreement, in 2012, China imported 15illion tons oil from Russia, 15million tons/year, 700$/ton, about 10.5bn$/year;
As the new agreement, the number will reach 30million tons in 2015, 270bn$ is only cost not include the former 15million /year, so the total cost of oil import from Russia in the future 25 years will be 520bn$.
