Russia, China and Pakistan Will Have to Clean up the US-Created Mess in Afghanistan

The US special envoy to Afghanistan and Pakistan had his last day in office on June 23 amid speculation that Washington plans to eliminate the post of Special Representative to Afghanistan and Pakistan - commonly known as SRAP. This post was created during the tenure of President Obama with the idea that the conflict in Afghanistan and the situation in Pakistan were inextricably linked and should be dealt with together.

This elimination of the position of Special Representative to Afghanistan and Pakistan is a part of the re-hauling of the organizational structure of the State Department by Secretary of State Rex Tillerson in order to implement President Donald Trump's pledge to cut the State Department's budget. Rex Tillerson plans to remove several other posts of special envoys & merge them into a regional bureau.

As of now, the Afghanistan and Pakistan region will be tasked to the Department of South Asia and Central Asia, which covers a much larger area, including India. Ironically, the South Asia department itself has no leadership at the moment because of a lack of appointments made by the new administration. This decision comes at a time when the Trump administration is going to send thousands of new troops to Afghanistan.

The decision on Afghanistan and Pakistan is part of a general review of US diplomacy that includes a possible cut of funds to Pakistan and discards its position as a non-NATO ally. The State Department is also mulling the option of including India as a stakeholder in solving the Afghanistan problem. This move is bound to irk Pakistan and further deteriorate already strained US-Pakistan diplomatic relations.

As the United States beefs up its military presence in Afghanistan, the three regional players Pakistan, Russia and China are holding talks to find a peaceful solution for sustainable peace in Afghanistan and the region. There are reports that suggest that an Afghan Taliban representative also attended these meetings that were held in Pakistan as well as in Moscow. The three countries also said they would be willing to remove the names of certain key Taliban leaders' names from a UN sanctions list to help strengthen the peace talks with the Afghan Taliban.


China, Russia and Pakistan are concerned about the emergence of ISIS in the region and consider it a bigger threat to the stability of the region. It's not yet clear what the United State's position on these talks is but the increase of troops in Afghanistan would certainly undermine these peace talks.

Afghanistan has just experienced the deadliest month of Ramadan since the beginning of the US invasion in 2001. According to AFP, on the eve of Eid-el-Fitr, at least 200 have been killed and 700 more wounded—many of them civilians.

This holy month for Muslims, that started on 27 May, was marked by a truck-bomb attack in Kabul on 31 May. The attack, which targeted the highly secured diplomatic avenue, was the worst that Kabul suffered in the last 16 years. At least 150 people were killed - all Afghans - and 400 wounded.

The attack, which was not claimed by any group, threw hundreds of demonstrators into the streets to protest against President Ashraf Ghani's government. The police opened the fire at the demonstrators and at least four were killed.

If that wasn't enough bloodshed, three suicide bombers detonated themselves the next day, June 2, during the funeral of one of the victims of the police shooting, killing seven more people.


And just before Eid-El-Fitr, which marks the beginning of celebrations after the end of the holiest month of Islam, a car bomb targeted a bank branch in Lashkar Gah, capital of Helmand, killing 34. Most of those killed were civilians who were gathered outside the bank.

The preparation for the celebration of the Eid that comes after the end of fasting in Ramadan are absent because people are afraid that the Taliban or ISIS will attack any public gatherings.

As the killing spree goes on in Afghanistan, it's not yet clear who is responsible for diplomacy in Afghanistan.

Indian stakes would be at extreme risk if Pakistan, Russia and China can broker a peace deal and help to attain peace and stability in Afghanistan beside US loosing her influence India will loose all strategic plans and support in Kabul.
So big question is would India would be willing to go overboard and ramp up the RAW/NDS terror network in Pakistan to keep the region in a panic state or Russia/China would be able to console/contain India?

As Pakistan first time attacked Raw/NDS assets in Afghanistan earlier this year they know if they would be successful in inciting Pakistan with some major attacks Pakistan will not shy away from targeting targets deep inside Afghanistan using drones or fighter jets or missiles if required but that for sure will severely strain Pak-Afgan ties but India would be really happy as any such incident would keep peace dreams away for another decade.

The way Russian media is reporting such news its evident as far as Afghanistan is concerned Russia supports Pakistan policy of peace along with China so can SCO be of use to abstain Indian from inciting violence and terror in Afghanistan/Pakistan or Modi and his likes will keep on playing on blood of innocents?

Those killers who are killing Christian and muslims ruthlessly and no body except india can save their nationals with any type of diplomacy ?

India knew who to approach to get their citizens freed and how to convince them showing how deeply India knew ISIS management and nobody would accept that ISIS freed Indians and took care of them while in captivity without any shared interests.
Its clearly a case of mutual support of each other.

And whatever is written is based on facts Pakistan, Russia and China did hold a meeting with Afghans to resolve crisis and there are joint statements to this regard as well.

It's simple what's being played out in Afghanistan .unless Pakistan stops supporting good taliban.from ISIS can never have foothold in Pakistan ,to ISIS is not in Pakistan ,to ISIS is at the doors of Pakistan ,to ISIS is inside Pakistan because they are funded by external forces and after every attack in Pakistan you guys can keep posting the same thing again and again that we have to hit the enemy hard .

I confirm that India should stop trading with ISIS be it oil or detonators also next time Mr Ajit Doval when goes to meet them tell him make it secrect

ISIS is being funded by India and India is the only country in the world who are dealing oil ,industrial goods with so called Islamic caliphate

The emergence of IS-Khorasan is regional threat for Pakistan, Iran , China, Central Asia and Russia. According to recent media reports all regional countries view Afghan Taliban as an effective bulwark against ISIS-Khorasan.

1) Let me explain what ISIS-Khorasan is?

ISIS is mostly former anti-pakistan TTP terrorists who escaped Pakistan’s military operations and sought refuge in Afghanistan.

According to Borhan Osman, an Afghan investigative journalist, Afghan govt gave escaping TTP elements refuge to use against Pakistan in future, however later they formed ISIS-Khorasan and were responsible for blasts in both countries. After recent Kabul attacks, anti government Afghan protestors had asserted that elements of Kabul Regime are in bed with ISIS-Khorasan which has killed innocent Afghans. According to New York Times , in 2013, TTP’s second in command Latif Mehsud war arrested by Americans from a Afghan Intelligence NDS convoy, as they were using TTP against Pakistan. He was later handed over to Pakistan, where he was hanged in 2016. Today the same TTP elements are majority of ISIS-Khorasan and killing Afghan civilians, that is why kabul protestors stated that elements of Kabul regime are in bed with ISIS-Khorasan.

2) Russia views Afghan Taliban as an effective bulwark against ISIS-Khorasan. President Putin’s special envoy to Afghanistan , Zamir Kabulov, has stated on numerous occasions that Afghan Taliban are a national force, who control half of the country while ISIS-Khorasan has global caliphate ambitions. Russia has even backed Taliban’s demand for foreign forces to leave. US Defence Sect Mattis and John Nicolson , head of US forces in Afghanistan have accused Russia of arming Afghan Taliban against ISIS-Khorasan.

3) Iran too has increased covert support to Afghan Taliban as it has been fighting ISIS in Syria and perceives a bigger threat from this group with global ambitions. Interestingly, according to Foreign Affairs magazine, Mullah Akhtar Mansoor, former head of Afghan Taliban stayed in Iran for 2 months and was killed in Pakistan as soon as he entered from Iran on his way back to Afghanistan.

4) China too perceives Afghan Taliban as a major substate actor which controls half of the country and it cannot be ignored. Afghan Taliban delegation recently visited Beijing as well. Russia and China have called for delisting of names of Afghan Taliban leaders from UN Sanctions list to encourage them to participate in peace negotiations.

As Washington Post stated, Kabul regime barely controls half of Afghanistan. The regional countries view Afghan Taliban as a major substate actor which controls half of the country and is an effective bulwark against ISIS-Khorasan. Its looked upon as a belligerent which is party to Afghan Conflict rather than an insurgent group.
