Russia and China want to give the Shanghai Cooperation Organization (SCO) a stronger status but not through the entry of the US in this organization. They want to see India and Pakistan in the status of full members, Afghanistan as an observer and Turkey as a partner in dialogue. The plans have been announced on the results of the political consultations held in Moscow ahead of the SCO’s summit on the level of Prime Ministers slated on November 7 in St. Petersburg.

It is very likely that India and Pakistan will become full members of the SCO earlier than two other observers - Iran and Mongolia. Now the full members of the SCO are Russia, China, Kazakhstan, Tajikistan, Kyrgyzstan and Uzbekistan. Moscow and Beijing are working intensively on making the SCO stronger to use it as a counterbalance to the growth of Washington’s influence in Eurasia.

In 2005, at the summit in Astana the SCO called on Washington to finally define the date of the withdrawal of the US military bases from the Central Asian region. In order to make the authority of the SCO comparable with the influence of the blocs led by the US, first of all NATO, Russia and China initiated the largest regional military exercise. At the same time it was stressed that the SCO is not a military bloc and the exercises were needed to master methods of fighting terrorism.

In its turn the US has been trying to enter the SCO. In 2002 the US’ attempt failed because of the tough policy of George Bush’s administration in Central Asia. The US is regarding two preliminary options of cooperation with the SCO both in the rank of an observer and a partner in dialogue for example like Sri Lanka and Belarus.

Meanwhile it looks that Turkey will manage to become a partner in dialogue earlier than the US. Tatyana Sinitsina, an expert on the SCO countries, is careful with making forecasts:

"All over the world the US has the spheres of its interests, so it is quite natural that is trying to penetrate the SCO in any status. If it succeeds there will be a destructive element within the organization. The US wants to use its membership in the SCO to influence the situation in the region and in the world in general. Now the SCO covers more than a half of the global population if we take into account the countries with the status of partners in dialogue and observer. This organization is getting more and more influential. It has proposed a model of cooperation between the states based of their equal rights and deep mutual respect. Have Americans ever worked on these principles. To them this format is absolutely unacceptable as they recognize and respect only one format the format of its dictatorship."

Nevertheless, experts do not rule out that at a certain stage Russia and China may agree on the dialogue with the US within the SCO. In this case Americans won’t be able to learn any special secrets but they will help to raise the prestige of the organization. Speaking about their interests in cooperation within the SCO Americans first of all mention the dialogue on human rights. For the countries of Central Asia Washington is not the most convenient partner on this issue. Meanwhile, according to the general director of the Fund of Efficient Politics Kirill Tanayev, the effect from the entry of India and Pakistan to the SCO in the status of full members may be stringer if the US switches to the organization as well:

"The chances are high that the SCO will turn into a serious institution of Eurasia’s development and the mechanism for the coordination of interests of regional players. It is natural that the US is interested in it. On the other hand, Russia and China’s ambitions to expand SCO first of all via the entry of India and Pakistan will definitely give the organization a new quality. With their membership the SCO will turn into a global player, whose opinion cannot be ignored."

It is not excluded that at the SCO’s summit in St. Petersburg on November 7 the reorganization of the Six into the Eight will be announced. It is also likely that the SCO will uphold Afghanistan and Turkey’s requests to become an observer and a partner in dialogue respectively.

The US answer is the TPP, which would form the single-block anti-China economic alliance that precedes the eventual Pacific NATO.

In fact, all their governments are saying that they should increase cooperation with China.

The United States applied for observer status in the SCO, but was rejected in 2005.

Its recent military drills in the Yellow Sea and announcement to intervene in the South China Sea affairs were efforts made to encircle China. It is attempting to build the "Asian NATO" with Japan, South Korea, Australia and the Association of Southeast Asian Nations (ASEAN).

Give me a statement from the government of any country, in which they openly call for an anti-China alliance. :lol:

The USA and China have the largest bilateral economic relationship in the world, Europe is looking for us to help with their Eurozone bailout, and we are the #1 trading partner for almost all the countries in Asia. We are also one of the biggest sources of investment for Africa, South America, South Asia and the Middle East.

I bet you wont be penalized for changing the title when you started the thread. India has not been "kicked out" of the sco.
You may dream of such occurrences after your daily US mandated violations but know this bud, despite all the CONgress calls and me calling rss facist and some of the bjp mass murders, THEY ALL SUPPORT A FREE FOREIGN POLICY.
They all support all the engagement of all our neighbors with a coolheaded and sane outlook. Which includes China.
IMHO we should have good relations with china. its right next door, a potential door to russia and honestly, the us is a world away.

UNLIKE YOU we have GOOD LEADERS who wont sell their dignity and that of their country at a corner for a coin.


Engagement with china and the rest of asia is needed, and the sco is a great tool for that.

SCO is not like NATO alliances but only security and terrorism cooperations on local areas.

China and Russia advised both countries (Pakistan and India) to solve the problems themselves before they join the memberships of SCO. That's important suggestions from SCO officials.

Can Pakistan and India willing to solve territorial disputes, I don't think so.

MOSCOW, October 31 (Itar-Tass) —— Russia and China would like to seek India and Pakistan among the members of the Shanghai Cooperation Organisation (SCO), the Foreign Ministry said on Monday, October 31, after a meeting between Deputy Foreign Minister Alexei Borodavkin and his Chinese counterpart Cheng Guoping.

“The sides called for accelerated SCO enlargement in keeping with the decisions of the Council of the SCO Heads of State made in Astana in June,” the ministry said, referring to admission of India and Pakistan as members and Afghanistan as an observer, and granting of the status of dialogue partner to Turkey.

The diplomats “’coordinated the positions of the sides on further improvement of the Shanghai Cooperation Organisation’s activities in the light of preparations for a meeting of the Council of Heads of Government in St. Petersburg on November 7 and the SCO summit in China in the summer of 2012.”

They “confirmed the readiness of Russia and China to interact effectively in ensuring security and stability in the SCO region, intensifying economic cooperation, primarily in the fields of transport, energy, science and technologies, in financing joint projects, and further facilitating humanitarian ties within the organisation,” the ministry said.

“The consultations were held in an atmosphere of full understanding and trust that are characteristic of Russian-Chinese strategic partnership,” it said.

No new admissions to the Shanghai Cooperation Organisation were made at its summit in Astana on June 14-15.

But “the interest in the Organisation is growing” and the SCO “makes an ever growing contribution to the development of confidence and security building measures”, presidential aide Sergei Prikhodko said earlier.

“The Organisation has become an effective mechanism, free of bureaucracy, for working out decisions and recommendations, and makes a positive contribution to the resolution of many regional problems,” Prikhodko said.

The summiteers in Astana signed a memorandum on the obligations of the SCO Member States for acquiring the status of a SCO Member State.

“This document will help to further develop the legal framework for SCO enlargement. The next stage would be harmonising legal, organisational and financial aspects of SCO membership for newcomers,” the official said.

Last year, the SCO foreign ministers approved the draft regulation on new admissions.

“The approval by the ministers of the draft regulation on new admissions to the Organisation has confirmed the Organisation's openness to other states in the region that undertake to comply with the goal and principles of the SCO Charter and the provisions of other international treaties and documents adopted by the SCO. The endorsement of this document at a meeting of the SCO Council of Heads of State in Tashkent on June 10-11 [2010] will start the process of devising a mechanism for enlarging the organisation,” the ministers said in a joint statement.

“The ministers considered a number of priority tasks concerning further intensification of interaction in the organisation. The ministers exchanged views on pressing regional and global issues, the main tendencies in the world, and the strengthening of stability and security in Central Asia for further consolidation of the status of the SCO as an influential international organisation,” the document said.

A country under U.N. sanctions cannot seek membership in the SCO.

The status of SCO observers has been granted to Mongolia, India, Pakistan, and Iran (the latter is under a number of U.N. sanctions).

“A country that is seeking SCO membership may not be under U.N. Security Council sanctions,” a Russian diplomat at the SCO said earlier, referring to a provision in the joint statement adopted by the SCO foreign ministers.

A number of countries, including Iran, India, and Pakistan, have already stated their intention to join the SCO. However the organisation has so far had no mechanism for new admissions.

The Shanghai Cooperation Organisation is an intergovernmental mutual-security organisation which was founded in 2001 in Shanghai by the leaders of China, Kazakhstan, Kyrgyzstan, Russia, Tajikistan, and Uzbekistan. Except for Uzbekistan, the other countries had been members of the Shanghai Five, founded in 1996; after the inclusion of Uzbekistan in 2001, the members renamed the organisation.
