Mlecch or mlecha basically means outsiders or aliens. This is mostly an effort to recognize and containerize complete sub continent as Aryans which will be self defeating. Also it's not something rare, rather everywhere where racial identity is hyped next step is to consider all others barbaric ( the words history also explains and confirms this) and is not alien to Islamic countries let alone Pakistan.
