the existing laws do not support such expression.. you cant threaten life of another citizen... a statement like 'vijayan deserves to die' would have been ok.

There is a law in UK that make it illegal to threaten to kill, such a law does not exist in India.
Right to live is violated ONLY when an actual attack takes place. THEN this man can be arrested. (provided the person who attacked the CM did it for the express intention of getting that award)
