well, China can reach far better deals with Iranians. there are something india simply can't afford to offer:

1. two biggest Chinese oil importers (Sinopec and China Petro) have a combined 1 trillion USD revenue every year. Rule No.1, you don't show off money in front of Chinese.

2. Iranians need UNSC support, so far we have vetoed 3 UNSC resolutions which are not that good for Syria. Iran understands what we need, we understand what Iran can offer.

3. Rupee is going down the toilet. Chinese Yuan is getting stronger than ever before. You don't need a smart brain to see the gap. When india need to import almost everything from China, you can easily figure out what China can export to Iran.

I don't know if you know this but the deal with Iraq was given to Indian companies on sheer good will so we didn't have to show them money i.e there was no competitive bidding for the recently concluded deal.
