What do you mean?

If we are going to purchase a military hardware from another country there is no need of induction of that system, but if we are going to lease a product from another country it's should be inducted in their army.
For eg: India will get Akula sub from Russia only after it's induction in their Navy.

We aren't buying it. Navy is already satisfied with the work and planning on domestic carrier(s) going on and the pace is good enough. 2017 will start the work on IAC-2 which is said to be around 70,000+ tonne class (probably nuclear powered but no one knows for sure). Vikrant II and Vikramaditya (Gorshkov) are already on its way.

For immediate future, IN doesn't need 4-5 carriers that too by wasting billions of dollars on "videshi maal" when domestically we have the capacity to build them ourselves. We got 3 fronts in Navy: Bay of Bengal for Eastern command, Arabian Sea for Western command and a significant portion of our Indian Ocean for the Southern Command. 3 carriers (1 nuclear powered) ought to be more than enough at least for next 2 decades.
