'Future of Syria and Middle East Depends' on Cooperation Between Russia and Iran

Russia and Iran are capable of stabilizing Syria and the Middle East if they deepen bilateral relations, Vzglyad columnist Petr Akopov asserted, commenting on Iranian President Hassan Rouhani's ongoing visit to Moscow.
"To a large extent the future of Syria, Iraq and the Middle East depends on Moscow and Tehran and whether their activities are coordinated," he observed. Furthermore, "our cooperation is capable of bringing peace and ensuring order in a vast area, stretching from the Mediterranean to Pakistan."

'A Lot of Work to Do': What's on the Agenda of the Putin-Rouhani Meeting?
President Hassan Rouhani is on a two-day visit to Russia. On Tuesday, he is scheduled to meet Russian President Vladimir Putin to discuss bilateral relations and cooperation in various areas, including energy, investment and transport. However, security issues are expected to feature prominently during the talks.
Akopov referred to Iran as "one of the most significant countries" for Russia in the world, placing the Islamic Republic on the same list as China, France, Germany, Italy, Japan, Turkey and the United States. He pointed to Russia's cooperation with Iran and Turkey as a promising initiative that could have major security implications for the Middle East.

Moscow, Ankara and Tehran "could pave the way for a new chapter in the history of the Middle East" if they expand cooperation beyond Syria, the analyst said. This new stage would entail regional stakeholders resolving key challenges, while outside forces, notably the United States and Great Britain, would have a more limited role.

"If Russia, Iran and Turkey manage to put an end to the Syrian conflict, this will be a turning point for the region in general," Akopov suggested.

It is an emergency. Syria endgame needs to be addressed. Putin is holding our hand to get this drama over with ASAP. There are much more important things waiting such as rebuilding of that pathetic country and reestablishing the rule of law. Iran needs to get on with the program. Syrian civil war is entering its 6th year mate.....time to wrap this up quick.

This is utterly ridicules, giving military bases to the Russians in Iran is the last thing one in his right mind should do. This is even against our own constitution, what's the point of having a constitution if we are not going to implement it???

Dude the constitution doesn't recognize any emergencies, it is what gives a regime legitimacy and it should be implemented without any cherry pickings at all costs, And the article 146 is in there for a good reason. If our government finds out it can give military bases to the Russians and get away with it, then they will give military bases to the Russians in Persian gulf and gulf of Oman (Having access to the hot waters is what they wanted for a long time), and that's a thing that can become really troublesome for us.

Development of large hydrocarbon fields


Russian companies have reached agreements on development of major hydrocarbon fields in Iran.

"We see good potential to broaden interaction in the oil and gas sector. Leading Russian companies reached a series of important agreements on development of large hydrocarbon fields in Iran," the Russian leader said.

Russia and Iran discussed extension of cooperation in supplies of hydrocarbons, including to third countries.

"Particular attention was paid to expansion of cooperation in the oil and gas sphere, particularly to implementation of joint projects in the territory of Iran in the sphere of exploration, production and transportation of raw hydrocarbons, including to third countries, technology transfers, swaps and construction of related infrastructure," the document says.

Export credits extension

Russia informed Iran about completion of internal procedures for extension of two export credits to Iran.

"The Russian party informed Iran about completion of domestic government procedures required for entry into force of the agreement between governments of two nations on extension of a state export credit for Iran to finance construction of a thermal power plant and the agreement on provision of a state export credit for Iran to finance electrification of Garmsar - Ince-Burun railway segment, signed in Tehran on December 13, 2016," the statement says.

"The parties welcomed the soonest possible completion of preparatory work for signing the temporary agreement between member-states of the Eurasian Economic Union and Iran, leading to establishment of the free trade zone," the document says.


SSJ-100 aircraft and helicopters deliveries

Moscow and Tehran discussed an opportunity of supplying SSJ-100 aircraft and helicopters to Iran.

"Ways of expanding cooperation in machine-building and in the civil aviation sector were discussed during negotiations. Potential deliveries of modern medium-range Sukhoi SuperJet-100 aircraft to Iran and helicopters for national ambulance aviation are on the agenda," Putin said.

Easing visa restrictions

Moscow and Tehran will consider further joint steps aimed at easing visa restrictions for certain categories of Russian and Iranian citizens.

"Putin and Rouhani welcome the signing of the Agreement on visa-free group tours that aims at boosting cultural and humanitarian cooperation between Russia and Iran as well as at creating conditions for boosting tourist exchange," the statement adds. According to the document, "the presidents handed down instructions to consider further joint steps to remove administrative barriers hampering trips of certain categories of citizens."

SCO membership

Russia supports Iran’s plans to join the Shanghai Cooperation Organization (SCO).

"The Russia side confirmed its support to Iran’s application for membership in the Shanghai Cooperation Organization and spoke in favor of the swift consideration of this application," the statement says.

According to the statement, the two presidents focused on the importance of strengthening Russian-Iranian cooperation not only within the SCO but also in other multilateral regional formats. Apart from that, with an aim of enhancing peace and stability in Central Asia and South Caucasus, Moscow and Teheran "confirmed their readiness to expand cooperation in these regions in the political, economic and other spheres and stressed their commitment to cooperation in multilateral formats involving other regional nations."

Unilateral sanctions
Moscow and Tehran believe unilateral sanctions against countries to be illegitimate. "Imposing unilateral sanctions against countries is illegitimate," the statement reads.

The two presidents emphasized the need to continue joint efforts aimed at building a just world order based on international law, namely the United Nations Charter, as well as at solving global issues. "By boosting bilateral cooperation, Russia and Iran seek to enhance the central coordinating role of the United Nations in ensuring peace, security and sustainable development, and to further improve its effectiveness," the statement adds.

Russian Helicopters Signs Memorandum on Opening of Assembly Plant in Iran - CEO

MOSCOW (Sputnik) — The memorandum on the promotion of cooperation was signed within the framework of a modernization program of the Iranian helicopter fleet.

"We are noticing a high demand of Iran in the light helicopters for use by civil state agencies. We are planning to assemble Ansat or Ka-226T light helicopters at a joint Russian-Iranian plant. Currently the talks on this matter are continuing. The memorandum, which was signed today, implies that a full-fledged cooperation agreement will be concluded soon,” Andrey Boginsky, the company’s CEO said, as quoted in the press release.


Gazprom, Iran's NIOC Sign Cooperation Memorandum in Natural Gas Sector

MOSCOW (Sputnik) — Russia's energy giant Gazprom and National Iranian Oil Company (NIOC) signed on Tuesday a memorandum on cooperation in natural gas sector.

The document was signed following talks between Russian President Vladimir Putin and Iranian President Hassan Rouhani in Moscow.

At the same time, Russia and Iran will continue to cooperate within the framework of the Gas Exporting Countries Forum (GECF) which aims for a balance in the interests of producers and consumers.

"The sides agreed to continue the constructive cooperation within the framework of the Gas Exporting Countries Forum, which aims to form a fair balance of interests of producers and consumers of gas, as well as a broader use of this economically effective and ecologically clean fossil fuel in the global energy balance, including in order to reduce greenhouse gas emissions," the statement read.

President Rouhani awarded honorary doctorate by Moscow State University

At the ceremony, Sadovnichiy said that the award is presented to the Iranian president for his worthy measures taken towards strengthening scientific and academic relations between Russia and Iran.

There is a difference between foreign military base and allowing a foreign power to use Iranian bases as staging areas.

Iran is not allowing the Russians to build and operate military bases in Iran, but Iran is allowing them to use Iranian bases.

Giving it to foreign force on a lease term is against the constitution. Having them use our airbases for staging or refueling is not against the constitution. Iran owns the bases while giving service to the bombers and their crew. Why shouldn't Iran do that if it helps to win the war in Syria?
