They probably both depict Indian fisherman. The 2nd, 4th, 6th and 7th from the left of the 1st photo are South Indian. The entire 2nd row of the second photo is very obviously South Indian.

First has no dark people? And no one in those photos is a South Indian. All those fishermen are from Suarashtra region of India and Sindh of Pakistan. Basically the same people.

Am not trying to prove that India doesn't have dark skinned people, but your theory that Indian fishermen get confused for Somalian pirates and Pakistanis and Arabs and Iranian fishermen won't is wrong and I proved it to you.
